SCOPE OF WORK(continued)
• Sound Transit, Community Transit, and Everett Transit bus system information, including pre-COVID route
alignments, frequencies, stops and layover locations, ridership, boardings and alightings, stop dwell times,
travel times, and on-time information.
• Utility maps and as-built information for private utilities(gas, power, communications, etc.) in the project
area.
The Consultant will review all documents and data received and make a list of any data gaps that need to be filled.
Information not included in the above documents will be requested from the City of Everett and WSDOT for the
intersections, state highways, and on the interstate within the project area. If there are still data gaps, the
Consultant will coordinate with the Client to confirm data collection needs and create a data collection plan.
The Consultant will make field visits to confirm information found in virtual visits using Google Maps, explore
areas that are not visible through virtual visits, observe operational characteristics, and to take notes about issues
that could be considered in the project alternatives. Photos will be taken to document issues, provide clear
pictures of issues or improvements, and to be used as a basis for renderings.
Assumptions
• Up to 20 peak period intersection counts(AM and PM peak 2 hours)will be conducted that include
turning movements, modes(freight, bike, ped, veh), PHF, and notes about congestion
• Up to ten tube count locations will be collected to provide general purpose and freight volumes, speeds,
and daily distribution.
• For projects led by entities other than the City of Everett, the Client will distribute the data request to the
appropriate project owner(s).
• Up to one field visits will be conducted with up to four staff members for each trip. Field visits are
assumed to require one full day for travel in each direction and collection of data in the field. Photos will
be taken and saved to the project file for use in reporting and evaluation.
• Freight data will be pulled from WSDOT permanent counter stations, referenced from previous studies,
and coordinated with the Port of Everett to confirm volumes
• Up to two virtual coordination meetings(up to one hour in duration and up to three Consultant staff) will
be held between the project staff and PSRC to collect the year 2050 land use data for the travel demand
modeling and to outline any flexibility the City of Everett has for distributing the population and
employment forecasts across various TAZ's. The Consultant will provide the Client with updates to land
use and electronic EMME files that can be given to PSRC for comments/questions and any future regional
model updates.
• No additional meetings beyond those noted above will be required for data collection.
