SCOPE OF WORK(continued)
Assumptions document. The city will provide comments on the Methods and Assumptions outline and the
consultant will revise the outline based on the city's comments.Comments on the revised outline will then be
requested from the Technical Support Team and the consultant will incorporate comments into a final outline.
Using the final outline, the consultant will prepare a series of three draft Methods and Assumptions documents
for review and comment. After each review, the consultant will incorporate comments and input before the next
review. The following drafts will be developed, with each successive draft incorporating comments from the
previous review:
• First Draft to be reviewed by the City using an over the shoulder(OTS)approach.OTS approach assumes a
working document review that allows for early client input.
• Second Draft to be reviewed by the Technical Support Team.
• Third Draft to be reviewed by the Executive Support Team.
The consultant will meet with support team members as appropriate to resolve comments and ensure a mutual
understand of the proposed methods and assumptions. When all comments have been resolved to the City's
satisfaction, the consultant will prepare a final Methods and Assumptions document.
If as the project progresses,a change to the final methods and assumptions is proposed by the project team or
one of the partner agencies, the Consultant will coordinate with the City, and partner agency if applicable,to
determine if a change to the methods and assumptions is warranted. If the City determines the proposed change
is appropriate, the Consultant will prepare an addendum describing the proposed change to the final methods
and assumptions document.
Assumptions
• Up to two virtual meetings(up to two hours in duration and up to four Consultant staff)will be held to
coordinate comment resolution with the Technical Support Team, and Executive Support team (one
meeting each).
• Up to five meetings(up to 1 hour in duration and up to two consultant staff) may be held to coordinate
comment resolution with individual support team members as deemed appropriate by the City.
• Up to three meetings(up to 1 hour in duration and up to two consultant staff) may be held to coordinate
changes to the final methods and assumptions
Deliverables
• Methods and Assumptions—first draft
• Methods and Assumptions—second draft
• Methods and Assumptions—third draft
• Final Methods and Assumptions—including any addendums
Subtask 03-03—Confirm Study Limits
Approach
The Consultant will review current models and data to identify the origins and destinations of traffic using the
US 2 and I-5 interchange. For the identified origins and destinations, the Consultant will analyze and document
the viability of alternate routes in the current network, and estimate the potential diversion of traffic volume
City of Everett 5541844828
US 2/I-5 Interchange Planning Study 12 July 2021
