SCOPE OF WORK (continued) <br /> away from the US 2 and 1-5 interchange if improvements were made to potential alternate routes.The consultant <br /> will also use the origin destinate data to estimate downstream impacts to 1-5 of improving traffic flow through the <br /> US 2 and 1-5 interchange.The origin destination information, alternate route analysis,and downstream impact <br /> analysis will be illustrated graphically, and accompanied by a memo recommending the study limits.The graphics <br /> and memo will be reviewed by the city using an OTS approach.The graphics and memo will be distributed to the <br /> support team members for comments.The Consultant will coordinate with the City to address comments and <br /> then prepare a final set of graphics and a final memo. <br /> Assumptions <br /> • Initial study limits are assumed to include <br /> o All I-5 mainline segments and ramps between (and including)the SR 529 interchange and the SR <br /> 526/SR 527 interchange <br /> o US 2 mainline segments and ramps between (and including)the Bickford Avenue interchange and <br /> the 1-5 interchange <br /> o 20th Street between (and including) US 2 and 91'Avenue SE <br /> o SR 204 between (and including) US 2 and Lundeen Parkway/Market Place <br /> o The downtown Everett arterial network from Railway/Hewitt Ave on the east to Broadway on the <br /> west and 41st on the south to Marine View Drive on the north. <br /> • Up to five graphics will be created <br /> • The study area memo is assumed to be up to three pages(not including graphics) <br /> • Up to two virtual meetings(up to two hours in duration and up to three Consultant staff)will be held to <br /> coordinate comment resolution with the Technical Support Team, and Executive Support team(one <br /> meeting each). <br /> Deliverables <br /> • Final Study Area Figure <br /> • Final Study Area Memorandum <br /> Subtask 03-04—Existing Conditions <br /> Traffic <br /> Approach <br /> The consultant will request permission from WSDOT to use the US 2 West Trestle model data, models,and <br /> supporting information for this study. The Consultant will use the US 2 West Trestle EMME model as a base for <br /> the existing conditions data and analysis and expand the extent of the data pull and analysis to include the full <br /> study area as agreed to in subtask 03-03 Confirm Study Limits. <br /> The Dynamic Traffic Assignment(DTA) model uses the EMME travel demand model structure as a base.A sub <br /> area is created in the travel demand model network,and the DTA model elements are only applied within the <br /> subarea.The Consultant will use the DTA model that was prepped for the US 2 West Trestle project as a base for <br /> the existing conditions analysis and expand the extents of DTA model subarea to include the full study limits as <br /> agreed to in subtask 03-03 Confirm Study Limits.The Consultant will request the DTA model that was used for SR <br /> 526/SR 527 and incorporate any network additions or modifications as needed.The DTA model network will be <br /> 5541844828 <br /> City of Everett <br /> U5 2/I-S Interchange Planning Study 13 July 2021 <br />
