SCOPE OF WORK(continued)
refined, and trip matrices from the travel demand model will be prepared for input into the expanded DTA model
network. The expanded DTA model will then be validated to existing conditions.
The Consultant will use the existing VISSIM (freeway and ramp segments) and Synchro(downtown Everett arterial
network) models from the US 2 West Trestle Project as a base for the existing conditions analysis, and expanded
the models to include the full study area as agreed to in subtask 03-03 Confirm Study Limits. The parameters of
the expanded VISSIM model will be adjusted as necessary to maintain the model calibration. The Consultant will
prepare a Draft VISSIM Model Calibration Memo and request comments from WSDOT.The Consultant will
incorporate WSDOT's comments and submit the memo to WSDOT for concurrence.
The Consultant will review safety data as collected from previous studies and summarize safety issues within the
project area. This will include an outline of potential root causes for serious injury and fatality crash locations.
The Consultant will also evaluate the safety data to determine if there are areas with high crash rates that could
be addressed through future design improvements.
Using data collected in subtask 03-01,and output from the existing DTA,VISSIM and Synchro models, the
consultant will summarize operations, identify areas with poor operations, and identify factors contributing to
poor operations. The traffic operations will be summarized in the Existing Conditions Traffic Analysis section of
the report
Assumptions
• The existing EMME model from the US 2 West Trestle Project will be used, no validation effort will be
required for the existing conditions demand model
• The DTA models from the SR 526 and US 2 West Trestle projects will be reviewed and merged to create a
full project area DTA model.
• Additional DTA model network additions will be made for areas not currently in the model. Network
additions are assumed limited to the area between SR 526 and Marine View Drive on 1-5 and between US
2/SR 204/20th Street interchange and Broadway. Primary arterials and highways will be updated in the
model.
• The DTA model will be calibrated for five hours in the morning and five hours in the afternoon to vehicle
volumes, travel times, observed congestion areas on freeway segments and queues at ramp terminals
and ramps meters
• The existing VISSIM and Synchro model expansions and calibration will conform to WSDOT's model
protocols
• Draft documents will be reviewed by the Client and Support Team using OTS review method prior to
finalizing the documents
• Up to one virtual meeting(up to two hours in duration, and three consultant staff)will be held to
coordinate comment response to the VISSIM Model Calibration Memo
Deliverables
• Final Existing Conditions DTA Model Validation Summary
• Final Existing Conditions VISSIM Model Calibration Memo
• Final Existing Conditions Traffic Analysis section of report
City of Everett 5541844828
us 2/I-5 Interchange Planning Study 14 July 2021
