SCOPE OF WORK (continued) <br /> Transit <br /> Approach <br /> The consultant will establish the existing condition for transit service in the study area using data collected in <br /> Subtask 03-01,The consultant will compile Transit Inventory that includes existing transit routes,service levels, <br /> transit center and stop locations, park and rides, ridership, and transit supportive infrastructure(BAT lanes,TSP, <br /> etc.)The consultant will also document operational performance based on route travel times, dwell times, and <br /> areas of delay.The consultant will use GIS to develop the Transit Inventory.The Transit Inventory will be layered <br /> with key drivers of transit activity, including active transportation facilities,transfer opportunities,and proximity <br /> to areas of population and employment density.This information will be used to document and analyze the <br /> existing transit environment and to identify potential improvements that may be needed to improve local transit <br /> connections to the Sounder Station and service to and through the City of Everett.The consultant will identify <br /> areas where transit performs at a low level of service and describe the factor(s)that contribute to transit delay <br /> and/or lack of reliability. <br /> Assumptions <br /> • The transit inventory will be developed using GIS. <br /> • Two review cycles will be completed. <br /> Deliverables <br /> • Draft existing condition transit sections of the report <br /> • Final existing condition transit sections of the report <br /> Active Transportation <br /> Approach: <br /> The consultant will establish the existing condition for active transportation in the study area using data collected <br /> in Subtask 03-01,The consultant will compile an Active Transportation Network Inventory that includes existing <br /> pedestrian and bicycle facilities and user volumes.The consultant will use GIS to develop the Active <br /> Transportation Network Inventory.The Active Transportation Inventory will be layered with key drivers of active <br /> transportation, including transit connections and areas of population and employment density,This information <br /> will be used to identify potential gaps in the Active Transportation Network and to identify potential <br /> improvements that may facilitate active transportation near the Sounder Station and connections to the facility <br /> across the trestle. <br /> The consultant will analyze the performance of the existing Active Transportation Network using spatial analysis. <br /> The consultant will analyze both pedestrian level of service(PLOS) and bicycle level of traffic stress(BITS)to <br /> establish how comfortable existing facilities are for active transportation users.The BLTS analysis will be <br /> completed for roadway segments.The PLOS will be completed for both roadway segments and intersections. <br /> Both the PLOS and BITS will report level of service on a 4-point scale,with 1 indicating low stress facilities and a 4 <br /> indicating high stress facilities. <br /> The consultant will also evaluate the existing network connectivity and identify areas of high demand for active <br /> transportation.The consultant will develop an active transportation demand index based on the relationship <br /> City of Everett 5541844828 <br /> US 2/I-5 Interchange Planning Study 15 July 2021 <br />
