SCOPE OF WORK(continued)
Deliverables
• Draft Design Criteria Table
Environmental
Approach
The Consultant will develop an environmental scan of the project area to document baseline characteristics of the
built and natural environment that could constrain potential design options. The scan will use available
environmental information for the project area and will be documented in a technical memo accompanied by GIS
mapping of environmentally sensitive features.
Assumptions
• Existing environmental conditions within the study area will be documented in the data sources listed in
Task 3-01 and/or readily available using web-based sources. No detailed site investigations are assumed
beyond the data collection field visits listed in Task 3.1.
• No detailed site investigations, wetland delineations, cultural resource surveys, etc.will be completed for
this task. or
• No coordination with regulatory agencies or tribes will be conducted as part of this task.
• Information for the analysis will be collected in a manner consistent with the accepted methodologies for
collecting similar data in the NEPA process.
• Up to 2 field visits will be conducted to verify existing information, take photos, and make field notes.
• The study area for this task will extend 1000 feet beyond the edge of pavement or new right-of-way
(whichever is farther)for potential alignments.
• Environmental features to be identified for this task include:
o Census block groups with high minority and low-income populations
o Social and cultural services and institutions
o Known historic and archaeological resources
o Hazardous material sites
o Noise contours for 1-5 and US 2
o Parks, recreation areas,and refuges
o Water resources(surface water and wetlands)
o Endangered species occurrence and/or habitat
o Prime or unique farmland soils
• The features listed above will be depicted on GIS mapping that can be overlaid with design information to
determine whether environmental constraints will affect, or be affected by, project design alternatives.
Deliverables
• Draft Environmental Baseline Technical Memo
• Final Environmental Baseline Technical Memo
• GIS mapping showing the above environmental features
Subtask 03-05—Future No-Build Travel Demand
Approach
5541844828
city of Everett July 2021
US 2/1-5 Interchange Planning Study 17
