SCOPE OF WORK (continued) <br /> The Consultant will coordinate with the Client, County and State to update the Travel Demand model network to <br /> a Future year 2050 No Build condition.This will include incorporating future planned projects,confirming centroid <br /> connector locations,outlining model parameter assumptions, and determining any land use changes that can be <br /> supported and documented by PSRC.The model assumptions will be documented in a draft memo. The <br /> consultant will request input on the draft memo from the support teams and incorporate comments into a final <br /> memo. The Future No Build travel demand model will be compared to the existing travel demand model to <br /> calculate annual growth rates in the study area.The growth rates will be applied to the existing field data to <br /> calculate future traffic volume forecasts(both vehicle and person)for the four-hour AM and PM peak periods and <br /> for daily volumes at select locations. <br /> Tolling of the US 2 Trestle was a consideration as part of the US 2 West Trestle Replacement Funding and Finance <br /> Study and it was considered in the evaluation of the US 2 West Trestle PEL. No decisions have been made <br /> regarding tolling of the US 2 Trestle or the final configuration; however,this study will consider how traffic <br /> volumes would be affected if tolling were considered as part of the overall funding and finance strategy. This <br /> consideration will use previously developed year 2040 traffic volume estimates to support a sensitivity test. One <br /> sensitivity model run using the DTA model will be completed to help the project team understand how traffic <br /> could change routes with a toll alternative. <br /> Assumptions <br /> • Up to two meetings(3 consultant staff, 1 hour duration)to confirm No Build model network assumptions <br /> with the State, County and City. <br /> • Up to two meetings(3 Consultants, 1 hour duration each)to confirm land use assumptions from PSRC <br /> and outline project team flexibility distributing overall growth withing the model traffic analysis zones <br /> (TAZ) <br /> • Future No Build Model will be based on year 2050 <br /> • Up to two meetings of 1 hour duration will be held to concur on the toll sensitivity description and traffic <br /> volume baseline assumptions.Up to three (3) Consultants will participate in the meetings. These <br /> meetings will include City of Everett,WSDOT, and Snohomish County. <br /> • No additional revenue calculations will be made for the tolling alternative. <br /> • No new travel demand models will be run for the tolling alternative. <br /> • Only the full corridor toll alternative will be evaluated in the sensitivity test.
