SCOPE OF WORK (continued) <br /> The Consultant will use data from the travel demand model and from existing count data to develop future year <br /> 2050 freeway mainline and ramp volumes, and intersection turning movement volumes that will support the <br /> traffic analysis. Future year 2040 volume forecasts will also be calculated assuming a straightline growth between <br /> the existing year and future year 2050 forecasts.The year 2040 volumes will be used to support interim year <br /> analysis.Traffic volumes and person trips will be developed for each of the following modes: general purpose <br /> (two or fewer people per vehicle), HOV(3 or more people per vehicle),transit, and freight. A methodology for <br /> estimating the modal distribution will be developed and shared with the Support Team for comments and <br /> concurrence. This approach will also be used to estimate possible modal distribution differences for the <br /> alternatives evaluation(Task 5). <br /> The Consultant will evaluate the Future (year 2050) No Build traffic operations issues and needs using the DTA <br /> and Synchro models.The DTA model is used to understand how travel patterns are affected by network <br /> characteristics and congestion levels,and the Synchro model is used to understand operational capacity needs on <br /> arterial networks.The Consultant will recommend a set of metrics to output from the DTA and Synchro models <br /> and summarize the model output in a tabular format.The results of the DTA and Synchro models will be used to <br /> confirm and supplement the issues and needs (see task 4). <br /> Output from the DTA and Synchro models will be used as input into the future conditions VISSIM model. The <br /> Consultant will use the existing conditions VISSIM model and update traffic volumes and any future no build <br /> roadway network assumptions. The Consultant will review the model results and document locations where <br /> future issues may need consideration in the Issues and Needs(Task 4.0). <br /> Assumptions <br /> • Up to three DTA model revisions to address comments/questions from the Client and support team <br /> a Up to three Synchro model runs will be performed to outline future conditions signal timing modifications <br /> • Future conditions VISSIM model will be updated based on DTA volume distribution output and Synchro <br /> signal timing modifications. Up to three iterations of the model are assumed to address questions and <br /> comments from the Client and support team. <br /> • Up to two meetings(3 Consultant, 1 hour duration each)will be held to discuss and address model <br /> refinements. <br /> • Up to two review cycles of the draft section of the report are assumed using the OTS review method <br /> Deliverables <br /> • Final future no build traffic operation section of the report <br /> Transit <br /> Approach <br /> The consultant will evaluate the Future No-Build Transit Network by incorporating transit services and <br /> infrastructure that are planned for development within the study area.The consultant will develop a No-Build <br /> Transit Network using GIS that will include forecast transit ridership, areas of ridership demand within Everett and <br /> travelling to and from Everett,transit routing to and through Everett, areas of forecast transit delay, and high- <br /> volume transfer locations.
