SCOPE OF WORK(continued) <br /> Subtask 5-03— Environmental <br /> Approach <br /> Using the environmental baseline information developed in Task 03-03,the Consultant will identify specific <br /> environmental considerations that could constrain potential design options. The conceptual roadway layouts <br /> developed under Task 05-02 will be overlaid on the GIS mapping prepared for the Environmental Baseline <br /> Technical Memorandum, and areas of potential impact documented. For this screening analysis,the areas of <br /> impact evaluated will be those that could: <br /> • Present a fatal flaw from a regulatory standpoint, i.e.cannot be mitigated or permitted <br /> • Result in substantial additional costs through avoidance or mitigation requirements <br /> • Create a level of controversy that is likely to result in project delays <br /> This task includes initial meetings with resource agencies and tribal representatives to gain their input on the <br /> alternatives under consideration. Identified impacts and agency feedback and concerns will be documented in <br /> narrative form, mapped,and summarized in a matrix that compares alternatives.This information will be <br /> incorporated into the overall screening analysis described in Task 05-04. <br /> Assumptions <br /> • Analysis for this task will rely on the information developed for the Environmental Baseline Technical <br /> Memorandum and will not include detailed site investigations,wetland delineations,cultural resource <br /> surveys,etc. <br /> • Up to 5 virtual meetings with regulatory agencies or tribes,each with up to 4 Consultant team <br /> participants,will be conducted as part of this task. <br /> • Up to 2 field visits with up to 3 staff each will be conducted to field-verify potential impacts identified <br /> through mapping. <br /> • Impacts will be identified at a conceptual level and on a comparative basis among alternatives. Any <br /> quantification of impacts will be considered preliminary and approximate. <br /> • Environmental factors to be evaluated for this task include: <br /> o Environmental justice(proximity of new or expanded roadways to census block groups with high <br /> minority and low-income populations) <br /> o Climate vulnerability with regard to predicted future storm events and/or sea level rise <br /> o Displacement of,or effects on access to,social and cultural services and institutions <br /> o Disturbance or close proximity to known historic and archaeological resources <br /> o Potential for disturbance of areas with high probability of archaeological resources <br /> o Proximity to/potential for disturbance of hazardous material sites <br /> o Property acquisition and residential or business displacement(acres/structures) <br /> o Increase in traffic volumes or proximity to sensitive receivers that could substantially increase <br /> noise levels <br /> o Direct or indirect impacts on parks, recreation areas, and refuges (acres) <br /> o Excavation,fill, or alteration of channel/bed or hydrology for surface water and wetlands <br /> (acres/linear feet)—includes fish passage culverts <br /> o Removal or disturbance of endangered species habitat(acres) <br /> • The features listed above will be depicted on GIS mapping that can be overlaid with design information to <br /> determine whether environmental constraints will affect, or be affected by, project design alternatives. <br /> 5541844828 <br /> City of Everett July2021 <br /> US 2/I-5 Interchange Planning Study 26 <br />
