SCOPE OF WORI< (continued) <br /> Deliverables <br /> • Draft Environmental Evaluation Technical Memo <br /> • Final Environmental Evaluation Technical Memo <br /> • GIS mapping showing areas of potential impact <br /> Subtask 05-04—Screening <br /> The consultant will evaluate the alternatives using a two-level screening process.The first level screening is <br /> intended to be high level and quantitative while the second level screening will be quantitative and more detailed. <br /> Screening criteria will be developed with input from all discipline leads.The Screening process will assist in the <br /> selection of the preferred alternative and will support future environmental documentation. <br /> First Level Screening <br /> The consultant will evaluate up to fifteen(15) alternatives in the First Level Screening, which will be a primarily <br /> qualitative evaluation.The First Level Screening will establish how well the alternatives meet the project goals as <br /> identified in the Study Issues and Goals Statement and to facilitate early elimination of alternatives that may have <br /> potential significant impacts that would result in cost, regulatory, or lack of public support concerns.Screening <br /> criteria will be identified and assigned to measure how well each alternative meets each project goal.Alternatives <br /> will include multiple modal improvements, including vehicle, transit,freight,and active transportation <br /> improvements. <br /> The Consultant will work with the Client and Support Team to develop a small set of screening criteria to evaluate <br /> the alternatives.The First Level Screening criteria will be qualitative and high level, intended to evaluate whether <br /> an improvement will meet the needs and help achieve the project Goals.The consultant will develop a technical <br /> memorandum documenting the screening criteria and methodology for evaluating each criterion. <br /> The consultant will develop a spreadsheet that includes all alternatives and screening criteria.This spreadsheet <br /> will be used to complete the First Level Screening.The First Level Screening may use either a 3-or 5-point scale, <br /> with alternatives receiving a 1 considered as lower performing and with alternatives receiving either a 3 or 5, <br /> depending on the scale selected, considered as higher performing. Performance will be indicated using a color or <br /> consumer reports dot scale.The consultant with work with the client to determine whether a 3-or 5-point scale is <br /> more appropriate. <br /> The consultant will provide the Client both the detailed First Level Screening spreadsheet and will also develop a <br /> technical memorandum describing the screening results.Additional graphics depicting the results of the First <br /> Level Screening will be developed for use in the memo as well as for public outreach efforts. <br /> Assumptions <br /> • The criteria will be equally weighted;there will be no process to establish a weighting scheme. <br /> • Two review cycles will be completed for each document. <br /> • Two review cycles of the first level screening results and process will be completed. <br /> Deliverables <br /> • Draft and Final First Level Screening Evaluation Measure Memo <br /> City of Everett 5541844828 <br /> US 2/I-5 Interchange Planning Study 27 July 2021 <br />
