SCOPE OF WORK(continued) <br /> • Draft and Final First Level Screening Results Memo <br /> • Draft and Final First Level Screening Results Spreadsheet <br /> Second Level Screening <br /> The consultant will evaluate up to six(6)alternatives in the Second Level Screening,which will include both <br /> quantitative and qualitative screening criteria.The Second Level Screening will establish the performance and <br /> effectiveness of each alternative.The screening criteria developed for the Second Level Screening will help the <br /> Client and Support Team identify the preferred alternative,which may include a hybrid alternative.Alternatives <br /> will include multiple modal improvements, including vehicle,transit,freight,and active transportation <br /> improvements. <br /> The Consultant will work with the Client and Support Team to develop a set of screening criteria to evaluate the <br /> alternatives.The Consultant will draft a first set of recommended screening criteria for the Client and Support <br /> Team to review and comment. Comments and questions will be addressed and discussed at the Support Team <br /> meeting for resolution and concurrence. The Second Level Screening criteria will be a combination of qualitative <br /> and quantitative screening criteria,intended to measure the performance of each alternative.The consultant will <br /> develop a technical memorandum documenting the screening criteria and methodology for evaluating each <br /> criterion. <br /> The consultant will develop a spreadsheet that includes all alternatives and screening criteria.This spreadsheet <br /> will be used to complete the Second Level Screening.The Second Level Screening may use either a 3-or 5-point <br /> scale,with alternatives receiving a 1 considered as lower performing and with alternatives receiving either a 3 or <br /> 5, depending on the scale selected,considered as higher performing. Performance will be indicated using a color <br /> or consumer report style dot scale.The consultant with work with the client to determine whether a 3-or 5-point <br /> scale is more appropriate. <br /> The consultant will provide the Client both the detailed Second Level Screening spreadsheet and will also develop <br /> a technical memorandum describing the screening results.Additional graphics depicting the results of the Second <br /> Level Screening will be developed for use in the memo as well as for public outreach efforts. <br /> The Consultant will prepare a recommended pairwise priority methodology that can be used to identify the most <br /> important screening criteria based on input from the Support Team. This method can be used to demonstrate <br /> the importance of various alternative improvements that address the specific criteria or it can be used to <br /> determine what criteria would be weighted as more important. The Consultant will present the information at <br /> the Support Team meeting to determine what additional weighting factors would be applied to criteria.
