SCOPE OF WORK(continued) <br /> • Draft and Final Second Level Screening Results Spreadsheet <br /> Selection of Preferred Alternative(s) <br /> The consultant will assist the Client in developing and selecting a Preferred Alternative that could be <br /> recommended for NEPA environmental review.The results of the Second Level Screening will be used to select or <br /> create hybrid versions of up to two final alternatives that will be evaluated and re-considered. <br /> The alternatives to be considered in the Preferred Alternative Selection Screening will be refined and prioritized <br /> with additional engineering,forecasting,and environmental information provided. Potential Preferred Alternative <br /> prioritization measures would continue to reflect the project goals and could include measures such as: <br /> • Engineering considerations <br /> • Environmental impacts <br /> • Cost-effectiveness <br /> • Other performance measures <br /> The Consultant will develop a technical memo summarizing the refinement and selection of the Preferred <br /> Alternative. <br /> Assumptions <br /> • Two review cycles will be completed. <br /> Deliverables <br /> • Draft and final Preferred Alternative Selection Memo <br /> Subtask 05-05 —Workshops <br /> Up to two workshops will be held to develop alternatives. Include time to prepare, participate, provide notes. Up <br /> to five Consultant staff will attend. Workshops will be up to four hours in duration and are assumed to be held in <br /> person at the City of Everett conference room. <br /> TASK 6- IMPLEMENTATION <br /> Approach <br /> The Consultant will use the preferred alternative to outline a possible implementation strategy. The <br /> implementation strategy will consider how the preferred alternative can support or depend on other regional or <br /> local projects in the area. The goal for the implementation plan will be to identify logical parts of the overall <br /> project that could be developed with independent utility that provides benefits. <br /> The prioritization of phases will be determined based on a qualitative review of benefits to cost and how the <br /> various phases might need to be completed early to facilitate other regional or local project completion.
