discontinuance of the use thereof. <br /> Before any side sewer may be located on any building site, <br /> other than that owned by the owner of the side sewer, the owner of <br /> the side sewer shall secure from the owner of said building site a <br /> written easement, duly acknowledged, covering and granting the right <br /> to occupy such property for such purpose and such written easement <br /> shall by the owner of the sewer be recorded in the office of the <br /> County Auditor before the City Engineer shall issue a permit authoriz- <br /> ing the laying of the side sewer in any building site other than the <br /> one served by it. The owner shall exhi <br /> bit to the City Engineer the <br /> recording number of the easement when required to do so. <br /> Where physical conditions render compliance with the fore- <br /> going provisions impracticable, the City Engineer may issue a special <br /> permit for installation of the side sewer requiring compliance with <br /> said provisions insofar as is reasonably possible and such permit <br /> shall be issued only upon the condition that the permittee shall <br /> record with the County Auditor an instrument acceptable to the City <br /> Engineer agreeing to save harmless and indemnify the City of Everett <br /> from any damage or injury resulting from such installation. <br /> Cleanouts shall be placed in every house sewer at the <br /> junction with the soil pipe at the building, at the junction with <br /> the main line sewer and at intervals of not to exceed one hundred <br /> feet (100' ) in straight runs. Every change in alignment or grade in <br /> excess of 22-1/2° in a house sewer shall be served by a cleanout, <br /> except that no cleanout shall be required for not to exceed one forty- <br /> five degree (45°) change of direction or one forty-five degree (45°) <br /> offset. The extension of house sewer cleanouts to grade is optional. <br /> Section 16. ENGINEER TO PRESCRIBE CONDITION BACK WATER <br /> VALVE REQUIRED. Whenever a situation exists involving an unusual <br /> danger of "backup" the City Engineer may prescribe a minimum elevation <br /> 12. <br />
