ZONING OF ANNEXATIONS: <br /> Whenever any area shall be annexed to the City of Everett, the Planning <br /> Commission shall within a reasonable time hold a public hearing concerning <br /> the zoning of such area and -lake written recommendation to the City Council. <br /> F. PLANNED hESIDENTIAL D.'=VELOPIE TT <br /> In am zone except in the M 1 zone, when authorized by the Planning Comiission, <br /> tracts of land consisting of five acres or more, or comprising an entire blk, <br /> may be developed with any number of buildings, even though the use and location <br /> of such buildings and the yards and other spaces do not conform in all re- <br /> , spec:s to the regulations for the zono in which such tract is located. <br /> Before authorization is given by the Commission it shall conduct a public <br /> hear:.rg and shall determine whether such plans comply with the following con- <br /> dit'c_c r.s <br /> 1. That the residence development will provide a desirable and stable environ- <br /> N cat in harmony with that of the surrounding neighborhood and will insure <br /> s1ibstaI::tially the same type of occupancy; and that it will result in in- <br /> .nsity of land uses and standards of open spaces in keeping with require- <br /> ments and standards of the Ordinance in the zone in which the proposed <br /> development is located. <br /> 2. That the average lot area per dwelling unit, excluding areas occupied by <br /> streets, will be at least 80 per cent of that otherwise required in the <br /> zone in which the development is located. <br /> 3. That off-street parking facilities are provided in accordance with the <br /> requirements of Sectic1 17. <br /> 4. That there shall be provided play space for preschool children at the <br /> rate of 30 sq. ft. for each dwelling unit. <br /> G. SPECIAL SIDE YARDS AND PROTECTIVE SCREENING: <br /> All business, commercial and manufacturing uses shall provide a side yard of <br /> 12 feet when abutting or adjoining property in any "R" zono. <br /> All business, commercial and manufacturing uses shall provide protective <br /> screening not less than 72 inches in height when abutting or adjoining property <br /> in any "R" zone; such screening shall be 10 ft. or more from the principal <br /> building on said adjoining property. <br /> -25- <br />
