Sewer pipes in public areas shall be not less than 6" in <br /> diameter and shall be laid on a slope of not less than 1/8" per <br /> foot. Sewer pipes in private areas shall be not less than 4" in <br /> diameter and shall be laid on a slope of not less than 1/4" per <br /> foot. <br /> All sewer ditches must be open full length from the main <br /> sewer to the connection with the house or premises to be con- <br /> nected before calling for inspection, and must be left uncovered <br /> until inspected, provided if the enforcement of the above rule <br /> interferes with traffic on the street, such sewer or lateral <br /> shall be installed in such manner as the Inspector of Sewers & <br /> Plumbing shall determine. All cement used in laying sewers must <br /> be mixed in proportion of not less than 2 of fine sand and 1 of <br /> good cement and all joints must be properly cemented. All persons <br /> laying sewers must clean all of the cement out of the sewers with <br /> a swab. Whenever a combined sewer is available, all down spouts <br /> shall be connected to that sewer in a manner approved by the City <br /> Engineer or his duly authorized representatives. Not more than <br /> one building shall be connected to a side sewer, except by <br /> permission of the City Engineer. In all cases where there are <br /> houses on separate lots, they must be connected separately to the <br /> main sewer, whether such lots are owned by the same person or by <br /> different persons. If two houses are situated on the same lot, <br /> one connection to the main sewer may be permitted if approved by <br /> the City Engineer. <br /> Any one single family residence shall be connected with <br /> not less than 4" diameter pipe from the property line to the <br /> building or premises to be connected and any multiple dwelling, <br /> industrial or commercial building or group of two single family <br /> residences shall be connected from the property line to the <br /> building or premises with not less than 6" diameter pipe. <br /> All vaults or privies shall be disinfected and filled <br /> with fresh earth and all septic tanks, cesspools and similar <br /> installations shall be disinfected and filled with fresh earth <br /> at the time of the discontinuance of the use thereof. <br /> Before any side sewer may be located on any building site, <br /> other than that owned by the owner of the side sewer, the owner <br /> of the side sewer shall secure from the owner of said building <br /> site a written easement, duly acknowledged, covering and granting <br /> the right to occupy such property for such purpose and such <br /> written easement shall by the owner of the sewer be recorded in <br /> the office of the County Auditor before the City Engineer shall <br /> issue a permit authorizing the laying of the side sewer in any <br /> building site other than the one served by it. The owner shall <br /> exhibit to the City Engineer the recording number of the easement <br /> when required to do so. <br /> Where physical conditions render compliance with the <br /> foregoing provisions impracticable, the City Engineer may issue <br /> a special permit for installation of the side sewer requiring <br /> compliance with said provisions insofar as is reasonably possible <br /> and such permit shall be issued only upon the condition that the <br /> permittee shall record with the County Auditor an instrument <br /> acceptable to the City Engineer agreeing to save harmless and <br /> indemnify the City of Everett from any damage or injury resulting <br /> from such installation. <br /> Cleanouts shall be placed in every house sewer at the <br /> junction with the soil pipe at the building, at the junction with <br /> the main line sewer and at intervals of not to exceed one hundred <br /> (100' ) feet in straight runs.
