any trailer, unless the person in control thereof shall have a valid, unrevoked and un- <br /> expired permit to operate a trailer camp from the Health Department of the City of <br /> Everett, or except as provided in Section 3 hereinabove. <br /> Section 5. It shall be unlawful for any person to operate, maintain and offer <br /> for public use within the City of Everett a trailer camp without first applying for, <br /> and receiving from the Health Department of the City of Everett, a permit so to do, as <br /> hereinafter provided. <br /> Section 6, Every application for a permit to operate a trailer camp in the City <br /> of Everett shall be in writing, upon a form provided by the Health Department for that <br /> purpose. It shall state the name and address of the applicant and a description of the <br /> property whereon or wherein it is proposed to conduct such a trailer camp. Said appli- <br /> cation shall also contain such other information as the Health Department may require, <br /> and shall be filed by the applicant not less than ten (10) days before said camp ground <br /> is to be made ready for use, and shall be accompanied by an inspection fee of fifteen <br /> ($15.00) Dollars, for which the City Treasurer shall issue a receipt. <br /> Section 7. The fee for a Trailer Camp License shall be, and hereby is, fixed in <br /> the sum of /� Dollars per annum for each trailer that said camp is <br /> equipped to accommodate, provided that the fee for any such license shall not be less <br /> than the sum of Dollars Dollars per annum. <br /> Section 8. Upon the filing of the application, accompanied by the inspection fee, <br /> it shall be the duty of the Health Officer, or any of his duly authorized representatives, <br /> to investigate the premises and determine whether said proposed trailer camp, or the <br /> site selected therefor, conforms with the requirements of this ordinance, the rules <br /> and regulations of the Health Department, and the laws of the State of Washington; and <br /> no permit shall be issued unless such trailer camp, or the site selected therefor, com- <br /> plies with such requirements. Said Department shall reject any application that does <br /> not comply with all ordinances of the City of Everett and laws of the State of Washington; <br /> provided, however, that any person aggrieved by the decision of the Health Officer may, <br /> within ten (10) days apply to the City Council for a hearing as to the matters in ques- <br /> tion, whereupon a time for hearing shall be set which shall not be later than ten (10) <br /> days thereafter, at which time a full and complete h4,1aring shall be had before the City <br /> Council of the City of Everett, and the City Council shall confirm, modify or disapprove <br /> the action of the Health Department. <br /> (2) <br />
