access to a public street or alley, and it shall be unlawful for any person to so stand <br /> or locate, or permit the standing or location of any trailer at a distance of less than <br /> twelve (12) feet from any other trailer. <br /> Section 14. (a) It shall be unlawful for any person owning or operating a trailer <br /> in the City of Everett to remove, or cause to be removed, the wheels or any similar <br /> transporting device from said trailer, or to otherwise permanently fix it to the ground <br /> in a manner that would prevent ready removal, without first having obtained a permit so <br /> to do from the Building Department, in compliance with the Building Code. <br /> (b) Any alteration to any trailer as above set forth shall be construed as removing <br /> it from the provisions of this ordinance and converting it into a dwelling, and it shall <br /> thereupon be subject to the requirements of the Building Code. <br /> Section 15. (a) Every trailer camp shall be provided with sufficient means of <br /> lighting the same at night and all roadways, water closets and bath units shall be kept <br /> lighted during the time from one-half hour after sunset until one-half hour before <br /> sunrise. <br /> Every applicant shall submit a plan of intended construction to the Building <br /> Department of the City of Everett, which shall set out the place, type and number of <br /> electrical fixtures, the construction of which shall be approved by said Department and <br /> must conform with the Electrical Code of the City of Everett. <br /> (b) Each trailer shall be provided with grounding facilities in such manner as to <br /> carry off any electrical charge, said grounding connections to be provided and maintained <br /> by the operator of such qualified trailer camp, and it shall be unlawful for any person <br /> to use a trailer as herein provided unless said grounding connections are affixed at all <br /> times. <br /> (c) Every trailer camp shall be provided with adequate fire fighting and fire <br /> prevention facilities, and applicant shall submit to the Fire Department of the City <br /> of Everett a plan showing the intended construction for fire fighting and fire preven- <br /> tion facilities, said plans and specifications and construction to be approved by said <br /> Department, <br /> (d) All land used as a trailer camp shall be located on well drained sites of <br /> ample size, free from heavy or dense growth of brush or weeds. The land shall be free <br /> from marsh and shall be graded to insure rapid drainage during and following rain, <br /> (5) <br />
