FY <br /> C. Notice to Proceed (NTP) will be the date of receipt of sufficient right of way plans or <br /> exhibits; title information; and landowner contact information provided by the CITY. The <br /> estimated delivery schedule for the AOS documents is within fourteen (14) days from the <br /> date of NTP. <br /> Deliverables: <br /> 1. Valuation schedule. <br /> 2. Landowner contact letters, if necessary. <br /> 3. Up to four (4) AOS Reports. <br /> 1.3 Acquisition and Negotiation Services <br /> CONSULTANT will prepare offer packages, present offers and negotiate purchases, prepare <br /> administrative settlement memos, and prepare executed documents for CITY approval <br /> processing for a maximum of five (5) acquisition parcels. All acquisition files will be transmitted <br /> to the CITY with all original documents at the completion of negotiations. Services include: <br /> CONSULTANT Responsibilities <br /> 1. Prepare and maintain electronic and paper copy parcel files. <br /> 2. Review title reports (limited to the last deed of record) for up to five (5) parcels. <br /> 3. Review ROW plans, exhibits and legal descriptions for up to five (5) parcels. <br /> 4. Prepare and provide all documents required for the assigned parcels including: Offer <br /> Letters, Permanent Easements, Temporary Construction Easements, W-9s, Real Property <br /> Vouchers, Real Estate Excise Tax Affidavits, Escrow Agreements (if applicable), and Diaries <br /> of Right of Way Activities —Acquisition. <br /> 5. Act as the agent of the CITY in negotiations. <br /> 6. Make a minimum of three (3) good-faith contact attempts with each of the impacted <br /> landowners in an effort to negotiate a fair settlement. <br /> 7. Acquire fee, permanent and temporary easements, as approved by the CITY. <br /> 8. Prepare Administrative Settlement Memo (ASM) for settlements above Just Compensation, <br /> for approval by the CITY. <br /> 9. If negotiations should reach an impasse, prepare a recommendation for the CITY to move <br /> forward with condemnation and transmit acquisition file to CITY, if needed. <br /> 10. Process all landowner payments through the CITY or provide the parcel documents to the <br /> CITY for processing through an escrow company. <br /> 11. Transmit up to five (5) completed parcel files to the CITY. <br /> CITY Responsibilities: <br /> 1.
