This provision prescribes openings be, "protected with approved <br /> methods capable of resisting the passage of smoke and fire."As this provision does not <br /> prescribe use of a tested or listed system, materials acceptable in IBC Section 718.3.1 for <br /> draftstopping may suffice,subject to approval of the Authority Having Jurisdiction (AHJ). <br /> CONCLUSION <br /> In accordance with the provisions of IBC Sections 3404.1 and 1027.1, new walls enclosing <br /> the basement stair must at least be constructed as 1-hour fire barriers. The existing <br /> configuration with a door separating the two levels should be maintained; the door should <br /> be minimum 60-minute rated. <br /> • Penetrations and holes in the wall of the stair enclosure should be protected in accordance <br /> with IFC Section 703.1 as required for an existing fire-resistance-rated wall assembly. <br /> Subject to approval by the AHJ, protection could range from simply filling the annular space <br /> around a penetrant with draftstopping material(e.g. mineral wool per IBC Section 718.3.1) <br /> to obtaining a formal engineering judgment from a firestopping manufacturer for each <br /> condition. Where no minimum FRR is required, protection achieving'a"cold smoke seal" <br /> should be sufficient. <br /> STAIR TO LEVEL 2 <br /> The stair from the main level up to Level 2 is being altered with the enlargement of the <br /> elevator hoistway. <br /> OBSERVATIONS <br /> While no door was present, this stair appears to have been originally designed with a door <br /> at Level 2. This stair is open to the main building lobby space. <br /> CONSIDERATION <br /> Provisions of IBC Section 1027.1 provides for exceptions to discharging directly to the <br /> exterior of the building. One exit serving the upper levels is an existing exterior fire escape, <br /> as permitted in accordance with IBC Section 3406.1.2. The subject interior stairway is the <br /> second exit from the upper building levels. Similar to the allowance in IBC Section 1027.1, <br /> one of these two exits (the interior stairway)discharges through the building, which <br /> anticipates separation between the stair enclosure and level of discharge. <br /> AEGIS Engineering,PLLC <br />
