City of Everett,Washington I Water Filter Plant- Phase 2 Capital Upgrades PDB Project <br /> Progressive Design-Build Contract I Exhibit B.Owner's Project Criteria <br /> Criterion Requirement <br /> Concrete Repair 1. Concrete repair work shall be conducted consistent with ACI Code-562- <br /> Work 19: Code Requirements for Assessment, Repair, and Rehabilitation of Existing <br /> Concrete Structures. <br /> 2. Damaged, loose, or spalling concrete, or concrete that is found to be otherwise <br /> unsound during field investigation efforts, shall be patched and repaired in <br /> accordance with ACI Code 562-19. <br /> 3. Corroded rebar (if any) shall be evaluated consistent with ACI TechNote ACI <br /> 364.17T-17, which defines a method of determining the amount of degradation <br /> in a reinforcing bar. Based on this determination, a licensed design professional <br /> shall use this information to evaluate the reduction in load-carrying capacity and <br /> develop appropriate repair strategies. <br /> 4. Corroded rebar that is being retained during repairs shall be cleaned to remove <br /> rust scale and coated with an epoxy sealer(or similar). Note that cleaning shall <br /> be subject to special inspection by the City as described in Section 5 of this <br /> Exhibit. <br /> Service Life and 1. Mechanical and electrical components shall be designed to be compatible with <br /> Durability existing City components and to be consistent with an expected 20-year <br /> minimum service life. The expected service life may be refined as needed for <br /> the mechanical components as agreed upon between the City and the Design- <br /> Builder. <br /> 2. Design shall be consistent with low incidence of failure and ease of <br /> maintenance. <br /> 3. Buildings, structures and subsurface piping and ground improvements shall be <br /> designed and constructed for a 30 year life expectancy whereas the coatings <br /> will have a 10 year expectancy or based on coating system manufacturer <br /> guarantee. <br /> Documentation 1. Design-Builder shall document existing site and infrastructure conditions <br /> of Existing (interior and exterior) prior to field investigations. <br /> Conditions 2. Documentation shall be in the form of pictures and/or videos. <br /> Protection of 1. Design-Builder shall take all necessary measures to protect existing site <br /> Existing infrastructure and plant operations from damage or disruption during field <br /> Infrastructure investigations. At a minimum, measures shall address the risk of chemical <br /> and Plant spills, potable water contamination, plant process disruptions, unplanned plant <br /> shutdowns, and damage from materials or equipment mobilized by the Design- <br /> Operations Builder. <br /> 2. Design-Builder shall preserve City access to operate and maintain on-site <br /> facilities not under active construction and avoid actions that would impair <br /> operation of the water filter plant or overall City water distribution system <br /> (exclusive of temporary City-coordinated plant shutdowns). <br /> 3. Design-Builder shall preserve third party(e.g. delivery drivers, maintenance <br /> contractors, service technicians) access to on-site facilities not under active <br /> construction and avoid actions that would impair third party tasks or operation of <br /> the water filter plant. <br /> 4. Contractor shall preserve, and temporarily facilitate as needed, third party <br /> chemical delivery's and provide for the offloading of chemicals in a manner <br /> similar to the existing methods. <br /> Page 12 of 16 <br />
