Phase 1 Scope of Services <br /> • Identify planned field inspection methods, testing methods, repair procedures for any <br /> destructive testing that will be conducted, and lab procedures for any lab testing that <br /> will be conducted <br /> • Identify plans and methods to protect existing site infrastructure and plant operations <br /> from damage or disruption during field investigations consistent with the Owner's <br /> Project Criteria (Exhibit B). <br /> • Identify plans and methods to protect drinking water conveyed by or stored in site <br /> infrastructure from contamination during field investigations consistent with the <br /> Owner's Project Criteria (Exhibit B). <br /> Field Investigations (Project Conditions and Geotechnical): <br /> The Design-Builder shall conduct the following field investigations: <br /> • Perform all necessary field investigations required to verify exterior and interior <br /> conditions at all locations associated with the proposed scope of work, to support <br /> development of the Design-Builder's improvement concepts, repair/replacement <br /> methods, materials selection, process improvements, valve/vault seismic <br /> improvements, construction access, construction sequencing, and permitting/design <br /> documents. <br /> • Perform follow-up investigations during design development (prior to GMP) as <br /> needed to verify conditions and locations. <br /> • Geotechnical investigations are anticipated to be required to assess the viability of <br /> providing improved seismic stabilization for the buried valve vaults, and any <br /> proposed bypass structures. Design-Builder shall propose recommended methods <br /> to improve seismic stabilization, provide guidance regarding possible differential <br /> settling between seismically stabilized infrastructure and adjacent non-seismically <br /> stabilized infrastructure, and provide support for the design of any seismic <br /> improvements to proposed structures and any flexible, resilient connections between <br /> seismically and non-seismically stabilized infrastructure. [Note to Proposers: The <br /> geotechnical work required for the Project is difficult to define independent of the <br /> Proposer's strategy for conducting improvements. This draft Phase 1 Scope of <br /> Services does not define the required geotechnical work. Proposers shall provide <br /> their recommended geotechnical scope (including investigations and a resulting <br /> geotechnical report) in their Proposal. Proposal submittal requirements are described <br /> in the RFP.] <br /> Geotechnical work under this task shall be performed by a geotechnical engineer licensed in the <br /> State of Washington. <br /> The Washington Department of Labor and Industries may consider access of portions of the <br /> project to be a permit-required confined space entry. The City will dewater plant facilities to <br /> provide the Design-Builder access to project infrastructure as required but all confined space <br /> entry plans, procedures, and safety equipment will be the responsibility of the Design-Builder. <br /> Page 5 of 20 <br />
