Phase 1 Scope of Services
Deliverables:
1. Field Investigation Plan (draft and final)
2. Photographic documentation of existing interior and exterior infrastructure conditions
(as applicable)
3. Geotechnical Evaluation Report for geotechnical investigations conducted under this
task
NOTE: PROPOSERS SHALL BASE THEIR NOT-TO-EXCEED PRICE ON THE PRECEDING
SCOPE FOR TASK 3.
Task 4— Design Development and Documents
Subtask 4.1 — Basis of Design Report and Design Approach/Concept Workshop
Following the completion of field investigations and development of preliminary design and
construction concepts, the Design-Builder shall conduct a Design Approach/Concept Workshop
with the City, in coordination with the Washington State Department of Health regarding
proposed infrastructure improvement options. The Design-Builder shall then prepare a Basis of
Design Report and submit the Basis of Design Report to the Department of Health (through the
City) for review and approval prior to commencing full design activities.
At a minimum, the Basis of Design Report shall include the following:
1. Project summary, features, goals/objectives, and requirements
2. Results of field investigations, including summaries of Geotechnical investigations
and materials testing
3. Relevant design standards and requirements, including Owner's Project Criteria
(Exhibit B) and any proposed modifications
4. Preliminary structural, geotechnical, seismic, process, mechanical, electrical, and
tank sizing design criteria
5. Site constraints including constraints imposed by operating requirements, site and
structure access, other site users, protection of existing above ground and buried
infrastructure, regulatory requirements, any applicable permits, and other factors.
6. Design concepts and other criteria for the proposed scope of work including:
a. Design assumptions
b. Recommended measures to protect existing site infrastructure and plant
operations from damage or disruption
c. Recommended options for flocculation mixer improvements, chemical tank
replacement and chemical delivery system improvements, and Old #5 line
cross connection improvements
d.
