lessee or mortgagor shall be deemed the owner for the purpose of <br /> this ordinance. Also including any person, firm, corporation or <br /> ,association renting a motor-vehicle or having the exclusive use <br /> thereof, under a lease or otherwise, for a period of greater than <br /> thirty (30) days. <br /> (28) PARK: The standing of a vehicle, whether occupied <br /> or not, otherwise than temporarily to avoid traffic conflict or in <br /> 'obedience to traffic regulations. <br /> (29) PEACE OFFICER: Any officer authorized by law to <br /> iexecute criminal process or to make arrests for the violation of the <br /> ;regulations generally or of any particular regulation relative to <br /> the public highways of the State of Washington or of the City of <br /> 'Everett. <br /> (30) PEDESTRIAN: Any person afoot. <br /> (31) PERSON: Every natural person, firm, co-partnership, <br /> corporation, association, or organization, whether acting by self <br /> or by agent. <br /> (32) PRIMMARY STATE HIGHWAY: Every public highway, as <br /> (herein defined, or a part thereof, which has been designated as a <br /> primary state highway by legislative enactment. <br /> (33) PRIVATE ROAD uR DRIVEWAY : Every way or place in <br /> private ownership and used for travel of vehicles by the owner or <br /> those having express or implied permission from the owner, but not <br /> ly other persons. <br /> (34) PUBLIC HIGHWAY: Every way, lane, road, street, <br /> boulevard, and every way or place in the City of Everett open as a <br /> matter of right to public vehicular travel. <br /> (35) RAILROAD: A carrier of persons or property upon <br /> vehicles, other than street cars, operated upon stationary rails, <br /> the route of which is principally outside incorporated cities and towns, <br /> (36) RAILROAD SIGiv OR SIGNAL: Any sign, signal, or device <br /> erected by authority of a public body or official or by a railroad <br /> n d intended to give notice of the presence of railroad tracks or <br /> he approach of a railroad train. <br /> -- <br /> (3'7) RESIDENCE DISTRICT: The territory contiguous to <br /> *nd including the public highway, as herein defined, not comprising <br /> !. business district, as herein defined, when the property on, such <br /> ublic highway for a continuous distance of three hundred (300) feet <br /> Or more on either side thereof is in the main improved with residences <br /> 6r residences and buildings in use for business. <br /> (38) RIGHT-OF-WAY: The privilege of the immediate <br /> .se of the roadway. <br /> (39) REVOKE: In all its forms shall mean the invalidation <br /> for a period of one (1) calendar year and thereafter until reapplication,. <br /> portion <br /> (40) ROADWAY: The paved, improved or proper driving/of a <br /> public highway designed or ordinarily used for vehicular travel. <br /> -4- <br />
