lessee or mortgagor shall be deemed the owner for the purpose of this ordinance. Also including any person, firm, corporation or ,association renting a motor-vehicle or having the exclusive use thereof, under a lease or otherwise, for a period of greater than thirty (30) days. (28) PARK: The standing of a vehicle, whether occupied or not, otherwise than temporarily to avoid traffic conflict or in 'obedience to traffic regulations. (29) PEACE OFFICER: Any officer authorized by law to iexecute criminal process or to make arrests for the violation of the ;regulations generally or of any particular regulation relative to the public highways of the State of Washington or of the City of 'Everett. (30) PEDESTRIAN: Any person afoot. (31) PERSON: Every natural person, firm, co-partnership, corporation, association, or organization, whether acting by self or by agent. (32) PRIMMARY STATE HIGHWAY: Every public highway, as (herein defined, or a part thereof, which has been designated as a primary state highway by legislative enactment. (33) PRIVATE ROAD uR DRIVEWAY : Every way or place in private ownership and used for travel of vehicles by the owner or those having express or implied permission from the owner, but not ly other persons. (34) PUBLIC HIGHWAY: Every way, lane, road, street, boulevard, and every way or place in the City of Everett open as a matter of right to public vehicular travel.
