CHAPTER II <br /> ENFORCEMENT AND OBEDIENCE TO TRAFFIC REGULATIONS <br /> Section 2: POLICY - POLICE POWER. It is hereby declared <br /> to be the purpose and public policy of the City of Everett to <br /> co-operate with state authorities in every way that is reasonably <br /> possible in the enforcement of the uvashington highway License Act, <br /> the Washington Motor Vehicle Act, and all other laws and regulations <br /> of the State relating to the equipment and operation of vehicles <br /> on the public highways of the city of Everett, and this ordinance <br /> is enacted in furtherance of that purpose, and in the exercise of <br /> the police power of the City of Everett, to protect and preserve <br /> the public peace, health, safety and economic welfare, and all of <br /> its provisions shall be liberally construed for the accomplishment <br /> of these purposes. <br /> Section 3 POLICE TO ENFORCE THIS ORDINANCE. (a) Except <br /> as otherwise herein provided, it shall be the duty of the police <br /> department to enforce the provisions of this ordinance. <br /> (b) The commissioner of Public Safety and all members of the <br /> Police Department are hereby authorized and empowered to direct all <br /> traffic, either in person or by means of visible or audible signal, <br /> in conformance with the provisions of this ordinance, provided <br /> that where necessary to expedite traffic, or to prevent or eliminate <br /> congestion, or to safeguard pedestrians, such officers, or in the <br /> event of a fire or other emergency, such officers and officers of <br /> the Fire Department, may direct traffic as conditions may require, <br /> notwithstanding the provisions of this ordinance, and may, when <br /> necessary, divert or exclude all such traffic from any street, <br /> avenue, or public highway within the city of Everett. <br /> Section 4: REQUIRED OBEDIENCE TO TRAFFIC REGULATIONS. <br /> It is a misdemeanor for any person to do any act forbidden or fail <br /> to perform any act required in this ordinance. <br /> Section 5: OBEDIENCE TO SIGNALS OF POLICE OFFICER. It <br /> shall be unlawful for any person to fail, refuse or neglect to obey <br /> all signals of any peace officer or duly authorized flagman who is <br /> at the time discharging the duty of regulating and directing traffic <br /> or any fire department official when acting as authorized in this <br /> ordinance. <br /> section 6 : PERSONS RIDING BICYCLES OR OPERATING CONVEY- <br /> ANCES. Every person riding a bicycle or an animal or driving any <br /> animal or operating any nature of conveyance or drawing any vehicle <br /> upon any public highway in this city shall be subject to the <br /> provisions of this ordinance applicable to the driver of any vehicle, <br /> except those provisions of this ordinance which by their very nature <br /> can have no application. <br /> Section 7: PUBLIC EMPLOYEES TO OBEY TRAFFIC REGULATIONS. <br /> The provisions of this ordinance shall apply to the driver of any <br /> vehicle owned by or used in the service of the United States Govern- <br /> ment, this State, County or City, and it shall be unlawful for any <br /> said driver to violate any of the provisions of this ordinance, <br /> except as otherwise permitted in this ordinance or by state statute. <br /> -7- <br />
