HOUSING DEVELOPMENT INCENTIVE PROGRAM Draft Scope of Services from Perteet Inc. June 2022 City will lead planning commission and Council Planning Committee. Consultant will support as requested up to the budget ceiling for this subtask. Subtask 2.2-Stakeholder Review Activities: • Coordinate and review comments on draft recommendations with all stakeholders, including consultants and agencies specifically identified in Step 1.8 and 1.9. Subtask 2.3 Draft Ordinances Activities: • One meeting with City to review ordinance routing and approval process • Develop draft ordinance language from existing model code or examples from other jurisdictions that support the recommended changes to the housing development incentive program • Provide draft ordinances language to the City to route to internal stakeholder review and assist the City to incorporate comments in to draft package for submittal to Department of Commerce. Assumptions: • City to submit information to Department of Commerce. • City to route draft ordinances internal stakeholder review. • Draft ordinances to be delivered to the City by December 15,2022. Deliverables: • Draft ordinance for MFTE Program Update • Draft ordinance for Unified Development Code Amendments(EMC Title 19) • Draft ordinance for fee waiver program Task 3.0_ Final Adoption Process, Support of City Staff and Benchmarks/Monitoring Perteet will implement the following analyses under Task 3.0.
