• <br /> Urban Conservancy Recreation: <br /> Purpose:To provide public access for enjoyment of marine, lake and river shorelines and allow for <br /> the development of public recreational facilities.Also,these areas often provide interpretation and <br /> protection of important ecological resources and rehabilitation of significant wetland and habitat <br /> areas. <br /> Policy#4.Allow development of non-water dependent public recreation facilities on publicly owned <br /> lands that are located within the floodplain of the Snohomish River. <br /> Policy#6. New construction of structures in the floodplain areas should be limited to structures with <br /> low flood damage potential. When development is allowed within floodplain areas, necessary <br /> measures shall be taken to protect property from damages that could be caused by flooding. New <br /> development in floodplain areas should reflect the character of the surrounding area by limiting <br /> residential density, providing permanent open space,and maintaining adequate building setbacks <br /> from the water to protect shoreline resources. <br /> Staff Findings:An off-leash dog area is consistent with the purpose of the Urban Conservancy <br /> Recreation designation.The proposed construction of a fence must comply with SMP standards. <br /> SMP CHAPTER 5:SHORELINE USES <br /> Table 1:Shoreline Uses for Each Shoreline Designation <br /> Recreation and Utilities are outright permitted uses in the Urban Conservancy Recreation Shoreline <br /> Designation. <br /> Recreation <br /> Regulation#1.In designating shoreline areas for recreation activity or permitting developments in <br /> shoreline areas,consideration shall be given to the recommendations of the Everett Parks and <br /> Recreation Comprehensive Plan and other approved Comprehensive Public Access Plans. <br /> Regulation#2. Priority shall be given to recreational developments which increase the opportunity <br /> for public access and enjoyment to our urban shoreline areas. <br /> Regulation#3. Recreational facilities shall be provided with adequate sanitary facilities. <br /> Regulation#10.
