16. Temporary erosion control measures for construction activity must be operational prior to <br /> commencement of any clearing or earthwork. <br /> 17. A public water main system must be looped through the project per City Design <br /> standards. <br /> 18. The street, drainage and sewer system must be privately owned and maintained by the <br /> condominium. <br /> 19. Each lot must be surveyed and staked prior to construction activities. <br /> 20. A Traffic Mitigation Fee of$54,000 is due for this project at the time of building permit <br /> issuance. This Traffic Mitigation Fee is based on an approved Traffic Impact Analysis by <br /> Transportation Engineers Northwest (TENW) which demonstrates that the project will <br /> generate 60 new PM Peak Hour vehicle trips and recommends mitigation for these new <br /> trips at $900 per PM Peak Hour trip, consistent with the City of Everett's Traffic <br /> Mitigation Ordinance. <br /> 21. Site access onto 19th Ave SE shall be right in/right out only with physical barrier <br /> (existing conditions acceptable). <br /> 22. All parking on-site shall comply with City of Everett standards. All driveways shall be a <br /> minimum of 18.5 feet long to meet parking requirement. <br /> 23. Provide ADA-compliant wheel chair ramps at all intersections and crosswalks on project <br /> frontage. <br /> 24. Provide and get approval for traffic control plan prior to any interruptions to the local <br /> street network. The City of Everett is review agency for temporary traffic control <br /> permitting along 19th Ave SE (SR 527) <br /> 25.All traffic control devices and markings along driveways within 50 feet of public ROW <br /> shall be MUTCD-compliant. <br /> 26. The minimum throat depth is 50 ft on 19th Ave SE and 25 feet on 110th St SE <br /> (acceptable as shown). <br /> 27. All homes and parking areas shall have continuous sidewalk connection to public ROW. <br /> Sidewalk may be located along one side of roadway only. <br /> 28. A fencing plan shall be submitted with the building permit application. Fences between <br /> the 19th Ave SE r-o-w and the townhome buildings shall not exceed a height of 42 inches <br /> and should have an open framework. <br /> 29. Development plans and construction activity shall take care to meet the SMP nuisance <br /> regulations 1-4 listed in Section 3 of the SMP. <br /> 30. The $69,000 contribution toward shoreline public access shall be paid at the time of <br /> building permit issuance. The public access path through the site shall be installed prior <br /> to issuance of a certificate of occupancy, and maintained by the homeowners <br /> association. An easement shall be recorded granting the general public the right to use <br /> the path and gathering spot at the southeast corner of the site, with signs to be placed <br /> 13 <br />
