See Sheet A-1.0. <br /> Fire Detection System is not required for this project. The Everett-Municipal Code applies to NEW <br /> construction. <br /> Note that 16.76.035 B.states"All other occupancies when the gross floor area of a building exceeds three <br /> thousand square feet. HOWEVER,16.76.030 Application states"The provisions of this chapter shall apply to <br /> all new construction. Existing buildings which exceed the area thresholds shall not be increased in size <br /> without complying...."Our project does not increase the size of our footprint or our area. <br /> Alternatively,the plans indicate smoke alarms on each level, Fire Extinguishers on each level,Exit Lights with <br /> battery backup and emergency egress lighting. <br /> IBC Section 907 Fire Alarm and Detection Systems 907.2 Where Required—New buildings and structures <br /> states"An approved fire alarm system installed in accordance with the provisions of this code and NFPA 72 <br /> shall be provided in new buildings and structures in accordance with Sections 907.2.1 through 907.2.23,....". <br /> Please note that 3201 Rockefeller was constructed in or around 1926 and is not a new building. <br /> Further,Section 907.2.2 Group B states"A manual fire alarm system shall be installed in Group B occupancies <br /> where one of the following conditions exists: 1.The combined Group B occupant load of all floors is 500 or <br /> more. 2. The Group B occupant load is more than 100 persons above or below the lowest level of exit <br /> discharge.3.The fire area contains an ambulatory care facility. Please note that none of these conditions <br /> exist at this project. Our maximum occupant load on the main floor is 1682 sf/100 sf per person yielding 17 <br /> persons. <br /> Conclusion:The Everett Municipal Code,Section 16.076.030 Application states that this chapter shall apply <br /> to all new construction. This project is a tenant improvement for a building constructed in or around 1928. <br /> This project is an existing building which exceeds the area thresholds however,we are not increasing the size <br /> of the building. <br /> Fire Alarm and Detection is not required per 804.4 of the IEBC. <br /> 5) Access to the basement level is provided by two stairways.Sections and details showing the construction of the <br /> stairways shall be provided for review.The stairways,landings,and handrails shall comply with the requirements for <br /> new construction.Note that both stairways shall comply because they both provide access to occupiable space,even <br /> though only one egress path is required per IBC Table 1006.2.1.The stairway construction shall be modified where <br /> nonconformities occur.See IBC Sections 1011 and 1014. <br /> Response: <br /> IEBC 805.2 states that the"Means of egress conforming to the requirements of the building code under which the <br /> building was constructed shall be considered compliant means of egress if,in the opinion of the code official,they <br /> do not constitute a distinct hazard to life." <br /> Basement Level Exterior Stairway: This stairway is existing,constructed of concrete and no changes are proposed. <br /> Basement Interior Stair to Main Floor: This stairway is existing,rise and run and details as noted on Sheet A-8.2. <br /> Our scope of work does not include reconstructing stairs. <br /> Alternatively,we are adding handrails and guardrails as required by current code. <br /> It is technically infeasible(See IEBC 705.1)to demolish and rebuild these interior stairs to IBC Sections 1011 and <br /> 1014.(We do not have room for changes to rise and run) <br /> IEBC Section 806.2,Stairways and escalators in existing buildings: no stair is added. <br /> IEBC Section 704.1 Alterations shall be done in a manner provided to maintain the level of egress.The level of <br /> I Page. <br /> e)DIi2 <br />
