November 9, 2022 <br />2 <br /> <br />Mayor Franklin read a proclamation declaring November 11, 2022, as Veterans <br />Day and the month of November as Veteran and Military Families Month and <br />thanked all the veterans in the community. <br /> <br /> <br />PUBLIC COMMENT <br /> <br />Council administrator Angela Ely stated Council received one (1) written <br />comment from Ryan Weber and had four (4) member of the public who wished <br />to speak: <br /> <br />• Joe Kunzler spoke about the unhoused and transit issues. <br />• Bill Wheeler spoke about law enforcement and crime issues. <br />• Paula Townsell spoke about the Redistricting Commission and process. <br />• Steve Oss spoke about transit issues. <br /> <br /> <br />COUNCIL <br /> <br />Comments and liaison reports were provided by Council Members Fosse, Rhyne, <br />Schwab, Vogeli, Zarlingo, and Stonecipher. <br /> <br /> <br />ADMINISTRATION UPDATE <br /> <br />Bob Leonard, Parks and Facilities, provided an overview of an emergency <br />resolution to address damage caused by the windstorm on November 4, 2022. <br /> <br />Moved by Council Member Rhyne, seconded by Council Member Zarlingo, to <br />adopt Resolution No. 7830 declaring an emergency for purposes of waiving <br />Competitive Bidding Requirements for Clean-up, Removal and Replacement of <br />Poles and Netting at Legion Memorial Golf Course after damage caused by the <br />windstorm on November 4, 2022. <br /> <br />
