M . • <br /> drain at the northeast corner of the project site. <br /> 18.The Preliminary Geotechnical Study prepared for the City of Everett in 2009 by Aspect Consulting <br /> indicated the presence of shallow soils containing debris, organics, wood waste and sawdust at <br /> various locations on the Riverpoint site—which would not provide suitable support for the 54" <br /> stormwater pipe. Per the report's recommendations,the proposed location for the stormwater <br /> pipe shall be potholed at frequent intervals prior to installation in order to better classify <br /> subsurface conditions along the route of this pipe. If undesirable fill conditions are encountered <br /> that are infeasible to avoid, over-excavation and/or subgrade reinforcement—or equivalent <br /> measures—will likely be required to prevent undesirable future sags in this pipeline. <br /> 19.The Snohomish River is listed in the SWMM as both a Flow Control Exempt and a Basic Treatment <br /> Receiving Water. Flow Control (detention)will not be required except as needed to ensure <br /> adequate capacity in the downstream conveyance system. Runoff Treatment BMPs approved for <br /> basic treatment in the City of Everett SWMM will be required. <br /> 20. Because this project will discharge to a flow control exempt water body,the standard requirements <br /> for on-site stormwater management are not applicable and the applicant does not have to consider <br /> the use of bioretention, raingardens, permeable pavement, or full dispersion in demonstrating <br /> compliance with Minimum Requirement#5 for On-site Stormwater Management. However, in <br /> accordance with the 2014 SWMMWW,this project must implement BMP T5.13; BMPs T5.10 A, B, <br /> or C; and BMP T5.11 or T5.12, if feasible. <br /> 21. Depending on site usage coverage under the Industrial Stormwater General Permit or Sand and <br /> Gravel Stormwater General Permit may be required. Refer to Section S1(A) of each of the permits <br /> to determine applicability to the proposed operations. The permits can be found at <br /> https://ecology.wa.gov/Regulations-Permits/Permits-certifications/Stormwater-general-permits. <br /> If required, coverage should be obtained directly from the Washington Department of Ecology. <br /> 22. This project is subject to Transportation Mitigation in accordance with Ordinance 3389-14 (codified <br /> as EMC 18.40) and subsequent revision. Applicant is encouraged to obtain a copy of the Ordinance <br /> and determine applicable mitigation fees and/or other requirements prior to building permit <br /> application. The actual charges and requirements shall be as per the information on the approved <br /> plans at the time of building permit issuance and the ordinance in effect at that time. The final <br /> traffic mitigation fee due for this project will be based on an approved Traffic Impact Analysis to be <br /> supplied prior to building permit issuance. <br /> 23. Right-of-Way dedication and frontage improvements are required along the east property line of <br /> the subject site. <br /> 24. Full standard half street improvements are required along the entire project frontage, including but <br /> not limited to curb, gutter, sidewalks, street widening and drainage control per City Design <br /> Standards. Transitional off-site improvements shall be constructed to connect the end of the <br /> existing paved road south of the property to the proposed interim conditions for Railway Ave <br /> directly fronting the property. <br /> 5 <br />
