I 1 1. On non-Federal aid projects, requiring the Contractor to reimburse the 2 Contracting Agency for the costs in excess of straight-time costs for Contracting I 3 Agency representatives who worked during such times. (The Engineer may 4 require designated representatives to be present during the work. 5 Representatives who may be deemed necessary by the Engineer include, but are I 6 not limited to: survey crews; personnel from the Contracting Agency's material 7 testing lab; inspectors; and other Contracting Agency employees or third party 8 consultants when, in the opinion of the Engineer, such work necessitates their I 9 presence.) 10 2. Considering the work performed on Saturdays, Sundays, and holidays as working 11 days with regard to the contract time. I 12 3. Considering multiple work shifts as multiple working days with respect to contract 13 time even though the multiple shifts occur in a single 24-hour period. 14 4. If a 4-10 work schedule is requested and approved the non working day for the I 15 week will be charged as a working day. 16 5. If Davis Bacon wage rates apply to this Contract, all requirements must be met I 17 and recorded properly on certified payroll 18 19 1-08.1.GR1 I 20 Subcontracting 21 22 1-08.1.INST1.GR1 23 Section 1-08.1 is supplemented with the following: I 24 25 1-08.1.OPT1.GR1 26 (June 3, 2019) I 27 Prior to any subcontractor or lower tier subcontractor beginning work, the Contractor shall 28 submit to the Engineer a certification (WSDOT Form 420-004) that a written agreement 29 between the Contractor and the subcontractor or between the subcontractor and any I 30 lower tier subcontractor has been executed. This certification shall also guarantee that 31 these subcontract agreements include all the documents required by the Special 32 Provision Federal Agency Inspection. I 33 34 A Subcontractor or lower tier Subcontractor will not be permitted to perform any work 35 under the contract until the following documents have been completed and submitted to I 36 the Engineer: 37 38 1. Request to Sublet Work (WSDOT Form 421-012), and 39 2. Contractor and Subcontractor or Lower Tier Subcontractor Certification for I 40 Federal-aid Projects (WSDOT Form 420-004). 41 42 The Contractor shall submit a completed Monthly Retainage Report (WSDOT Form 272- ' 43 065) within 15 calendar days after receipt of every monthly progress payment until every 44 Subcontractor and lower tier Subcontractor's retainage has been released.
