Page 14 of 31 <br />Security <br />• System must not require user to have local administrative permissions to their workstation or <br />system server for the system to function. <br />• Supports Active Directory or Azure Active Directory for authentication. <br />• Sensitive data will be encrypted in transit and at rest. <br />Other required technical features include the following: <br />• The City reserves the option to purchase its own hardware and OS or Database software when <br />feasible. Suppliers should describe with specificity the hardware and OS or Database software <br />requirements for supporting their proposed software product and providing satisfactory <br />performance in the City’s environment. Suppliers should propose servers and specialized equipment <br />units that meet City standards, but the City reserves the right to obtain such equipment from other <br />sources. All equipment proposed must be new equipment. <br />• Any remote access required by the supplier to provide maintenance or trouble shooting support <br />must meet City security requirements and must be approved by the City Information Technology <br />Director before implementation. <br />• The City strongly prefers that any hosted solution be hosted in Microsoft’s Azure cloud services and <br />leverage Azure Active Directory for authentication. <br />• The preferred database is Microsoft SQL Server. Products based on Oracle will not be considered. <br />• Hardware required for system must be detailed in response including any mobile devices and server <br />hardware requirements. <br />• The system must provide access to the database or provide a method to export data in a way that <br />will allow external reporting, ingestion into a Business Intelligence platform, or ingestion into an <br />Open Data platform. <br />• Cloud and/or Off-Site Hosting Terms and Conditions is provided in Appendix C. <br />2.12 PERFORMANCE REQUIREMENTS <br />The requirements defined in this section contain the overall general functions of the requested software <br />solution. The successful Supplier will be required to warrant that its proposed solution will fulfill the <br />functionality described in the following, as well as all functionality described in the Supplier’s literature or <br />functionality presented in the software demonstrations. <br />All responses that indicate that functionality is available out-of-the-box, through configuration, a <br />reporting tool, or through a third-party product, should be included in the costs submitted in this <br />proposal. The cost for any additional modules or configurations should be broken out by specific <br />requirement and included in Form 4.02 Price Sheet Part B of the RFP response. Additionally, the module <br />necessary to perform specific functionality must be included in the scope and cost of this proposal. <br />The City requires responding suppliers to propose a complete solution, which may include, but is not <br />limited to, software, hardware specifications, project management, and other technology services for the <br />entire scope of the project. <br />The following table illustrates the features that are either required or desired of the new tree inventory <br />management system, which are also outlined below.
