D <br /> <br />2.13 SYSTEM ROLES AND PERMISSIONS <br />The City would like to have roll-based access with separate permissions depending on the internal role <br />and user. At a minimum: <br />• View & Download Access: User can view and download all documents and information. <br />• View, Edit, & Submit: User can add data as well as view and download all documents and <br />information. <br />• Approve: User can data as well as view, download, edit, and submit documents. <br />• Super User or Administrator: User can change delegations, restrict or provide access, add users, as <br />well the permissions provided for approve access.
