<br />City of Everett – Replacement of Reservoir 3 6 Scope of Services <br />Task 300 – Phase 1 Design Phase Services <br />Task Objective <br />The purpose of this task is to design and prepare contract documents for up to two ground <br />storage reservoirs totaling approximately 10 MG while the existing 20 MG reservoir remains in <br />service throughout the duration of Phase 1 construction. <br />Consultant Services <br />1. Prepare and provide structural design calculations for the new reservoir(s) based on the <br />2018 Washington State Building Code, 2018 IBC, and national standards, including <br />American Concrete Institute’s 318 and 350, American Society of Civil Engineers 7-16, <br />and American Water Works Association’s D110 Standard should a circular prestressed <br />tank be selected for the project. The necessary design parameters for a reservoir <br />include the site seismic design parameters (SDS and SD1), water depth and volume of <br />water stored to determine the diameter, soil backfill heights, roof loading, pipe <br />penetration locations, and geotechnical parameters including lateral earth pressures, <br />groundwater elevation, soil bearing capacity and total and differential settlements. Key <br />elements of the design calculations include the impulsive and convective pressures and <br />their distribution on the wall, compressive stress check of the wall, bearing pressures <br />from the wall and column footings, two-way flat slab roof design, and the slosh wave <br />height. Calculations will show that each structural element meets or exceeds the <br />minimum code requirements. <br />2. Prepare 30% design drawings for City review. This will include the drawings as defined <br />in Appendix C – Sheet List and a list of technical specifications that will need to be <br />modified and included as special provisions to the City’s Design and Construction <br />Standards and Specifications. <br />3. Facilitate and attend a 30% design review workshop to discuss comments provided by <br />the City. Consultant will prepare and provide a comment log in Microsoft Excel format to <br />track comment responses. <br />4. Upon receipt of City’s 30% design review comments, Consultant will incorporate agreed <br />upon comments and prepare 60% design contract documents and prepare a Class 3 <br />OPCC for City’s review. This will include the drawings as defined in Appendix C – Sheet <br />List and special provisions to the City’s Design and Construction Standards and <br />Specifications. <br />5. Facilitate and attend a 60% design review workshop to discuss comments provided by <br />the City. Consultant will prepare and provide a comment log in Microsoft Excel format to <br />track comment responses. <br />6. Upon receipt of City’s 60% design review comments, Consultant will incorporate agreed <br />upon comments and prepare 90% design contract documents, special provisions to the <br />specifications, and prepare a Class 2 OPCC for City’s review. <br />7. Update PDR into a Basis of Design Report documenting design decisions leading into <br />the 90% design. <br />8. Prepare a Stormwater Report for the Phase 1 improvements documenting the <br />stormwater drainage, detention and treatment considerations applicable to this phase of <br />the project. This Report shall include downstream analysis.
