<br />City of Everett – Replacement of Reservoir 3 12 Scope of Services <br />Consultant Services <br />1. Provide an education workshop to ground appropriate executives, managers and/or <br />staff, on the structure, purpose, terminology and processes typical of a public agency <br />PLA/CWA. <br />2. Provide a comprehensive written draft PLA/CWA Evaluation and Recommendation <br />report. <br />a. Identify and describe the purpose and outcomes that are standard determinants <br />used for evaluating the suitability of a PLA/CWA, drawing from Resolution 7461 and <br />other appropriate sources. <br />b. Evaluate the risks and benefits of a PLA/CWA for Reservoir 3 relative to such <br />purposes and outcomes. <br />c. Identify implement implementation tasks, schedules and resources to negotiate, <br />execute, implement and also separately, to administer a PLA/CWA during the course <br />of the project. <br />3. Present and discuss findings and recommendations to appropriate executives, <br />managers and/or staff, using a Powerpoint meeting presentation format. <br />4. Assist the agency as requested, while the agency deliberates on application of a <br />PLA/CWA for the Reservoir 3 project, such as supplementing the findings and <br />recommendations with additional research. <br />Client Responsibilities <br />1. Provide access to appropriate leadership executives, managers, and materials, as <br />needed to identify agency priorities, policies or objectives which the CWA/PLA may <br />impact. <br />2. Attend and participate in the education workshop and in the findings’ presentation. <br />3. Determine whether to pursue a PLA/CWA for the Project. <br />Assumptions <br />1. PLA/CWA Implementation Plan and schedule will be generated based on the <br />experiences of other public agencies with similar agreements. Actual approach and <br />schedule may vary based on the agency and the participating labor union negotiating <br />objectives and executive review and approval processes. <br />2. The negotiation process, execution, preparation, implementation and administration of a <br />PLA/CWA is not included in this Scope of Services. Should the City elect to proceed with <br />a PLA/CWA, additional support services will be added to this scope of work via an <br />amendment. <br />3. The report and briefing process will require approximately 6 weeks of chronological <br />research and production time. <br />Deliverables <br />1. Draft and Final PLA/CWA Evaluation and Recommendation report.
