Geotechnical Engineering Report revisions: <br />a. Page 5: The statement regarding infiltration needs to be expanded upon to satisfy evaluation of <br />feasibility per 2014 DOE SWMMWW BMP T5.10A (Downspout Full Infiltration) which is the only <br />BMP required to be assessed for the site. Note that this BMP would likely be placed at least <br />partially in fill. Address infiltration for on -site stormwater management infiltration BMPs in the <br />recommendations. <br />7. The comments below were generated from this project's Planning Reviewer. If you have any questions <br />regarding these comments, please contact Kelsey Heyd with the City of Everett Planning Department (425- <br />257-7275 or KHevd@everettwa.gov). <br />a. These Planning comments/corrections are in relation to both the civil plan set and building plan <br />sets provided. Additional comments or corrections may be required upon review of the requested <br />information. These comments are only in relation to the land use code and do not account for all <br />possible comments or corrections from other departments. <br />b. Phase 2. Development and parking of the western half of the site, labeled "future phase 2" is <br />prohibited until the Applicant has obtained applicable development permits and improved the <br />area to meet city standards. Development includes fill and grading. Development of the western <br />half of the site (with the exception of the landscape perimeter) may not occur until the Applicant <br />has completed one of the following options: <br />• For any grading and fill proposed in the "Phase 2" area to be included as part of the <br />current Public Works permit (PW1909-078), a SEPA Addendum must be submitted for and <br />approved prior to issuance of the PW permit. The addendum would need to be provided <br />to all those who commented on the original SEPA application (SEPA18-004) and is <br />appealable. <br />• To get started with construction/development of the eastern half of the site and the <br />landscape perimeter upon approval of PW1909-078, all grading and fill notations for the <br />Phase 2 area must be removed from the current plan set. A separate SEPA application will <br />need to be applied for and approval obtained for development of the western half of the <br />site, but the PW permit for Phase 1 could be issued prior to the Phase 2 SEPA having been <br />completed. <br />Land Use application fees would be subject to the fees in effect at time of application. The 2019 <br />fees are available online. Please confirm how you would like to proceed, and I can advise you of <br />the appropriate submittal requirements accordingly. <br />c. Landscaping. Landscaping shall be provided in accordance with EMC 19.35 and meet Type C <br />standards except as otherwise modified via REV118-034. The landscape and irrigation plans shall <br />be revised to clearly demonstrate compliance with these requirements, including but not limited <br />to, the following: <br />• Internal parking lot landscaping shall be provided subject to the requirements of EMC <br />19.35.080. This includes parking areas for trucks and fleet vehicles as noted in EMC <br />19.35.080.13 (previously specified in EMC 19.34.120.C). Landscaping of the internal <br />planting areas shall be provided in accordance with EMC 19.35.080.C. and the plant <br />specifications of EMC 19.35.055, including living plant materials.
