2 <br /> <br />requirements, but also provide the City with avenues to practical, technically feasible, and <br />affordable approaches that can be implemented over time in ways that address the City’s <br />priorities. This information will be used to support the City’s dialog with Ecology on current <br />and future discharge permitting. <br /> <br />This contract includes the following tasks: <br /> 1.2 Complete Working Draft Optimization Plan <br />Everett has applied for coverage under the PSNGP and conducted a series of planning <br />workshops in the spring and early summer of 2022 to discuss potential nutrient optimization <br />activities, conceptualize potential optimization options, invest in additional treatment process <br />monitoring equipment, and formulate the initial stages of a potential long-term plan for <br />nitrogen discharge management. HDR will continue to collaborate with the City on <br />optimization strategies and support the City’s interests from a long-term PSNGP compliance <br />perspective. HDR will work with the City to complete a near-term Nitrogen Optimization <br />Plan for 2022/23 as a Working Draft, to develop long-term optimization strategies as part of a <br />systematic approach to optimization for PSNGP compliance and prepare the first Annual <br />Report to be submitted March 31, 2023. Key activities are as follows with meetings conducted <br />either in-person or virtually: <br /> <br />• Meet with the City to receive City staff comments on the June 3, 2022 draft <br />Nitrogen Optimization Plan. The City may abbreviate some portions of the draft <br />to streamline the documentation of the plan and utilize the Working Draft as a <br />living document that is revised over time in accordance with the City’s <br />optimization activities. <br />• Receive treatment process monitoring data from the summer 2022 full-scale <br />operations, including optimization testing efforts to promote nitrification in the <br />Trickling Filters. It is understood that a variety of factors impacted summer of <br />2022 performance and limited the extent to which any optimization activity <br />could be sustained. <br />• Meet with City staff to review 2022 operations and treatment performance data <br />analysis (November/December 2022). <br />• Meet with the City to receive City staff comments on the June 3, 2022 draft <br />version Nutrient Optimization Plan (November/December 2022). <br /> 1.3 Prepare First Annual Report <br />Collaborate with the City to prepare the first Annual Report that is due for submittal to <br />Ecology on March 31, 2023. The Nitrogen Optimization Working Draft will serve as the basis <br />for input information to support the Annual Report to address the PSNGP requirements. The <br />PSNGP requires documentation of implementation of the selected optimization strategy <br />during the first reporting period in the first Annual Report for the reporting period January 1 <br />through December 31, 2022. Documentation of Nitrogen Optimization Plan implementation <br />must be submitted annually according to PSNGP Section S9 Reporting Requirements. That <br />includes addressing the 20 questions posed by Ecology in PSNGP Appendix C Annual Report <br />Questions for Dominant Loaders. The Annual Report documentation must include the <br />following from PSNGP Section S4.C Nitrogen Optimization Plan and Report:
