Influent Nitrogen Reduction Measures/Source Control Specific activities to support preparation of the first Annual Report are as follows: • Receive treatment process monitoring data from the City for the entire calendar year of 2022 in early January 2023 in order to satisfy the PSNGP requirement for documentation of implementation for the reporting period January 1 through December 31, 2022 (January 2023). o Receive City Staff operating condition records, observations, experience notations, first-hand accounts of activities, photographs, other records, etc. during the calendar year 2022 to associate with key operating data during the optimization periods. o Receive City information on documented expenditures, monitoring equipment purchase, staff operations time, etc. devoted to nutrient optimization. • Analyze the entire calendar year of 2022 treatment process data and document the associated operational conditions. Re-calculate nitrogen discharge loadings to the Snohomish River and Puget Sound. o Compare to PSNGP Action Level for Everett. o Determine whether or not any corrective action triggers require near-term attention according to the PSNGP. • Meet with City staff to review calendar year 2022 operations and treatment performance data analysis (January 2023). • Meet with the City to extract selected content from the Working Draft Nitrogen Optimization Plan for inclusion in the First Annual Report (January 2023). • Formulate the First Draft Annual Report (February 2023). • Meet with the City to review first Draft Annual Report (February 2023). • Revise and update the Draft Annual Report and prepare for submittal to Ecology (March 2023). 1.4 Ongoing Optimization and Annual Report Support Continued support to the City after submittal of the first annual report will include planning for further implementation and documentation of optimization approaches. Anticipated activities may include the following to improve the program over time through adaptive management and support discharge permit negotiations: • Planning and support for implementation of optimization strategies • Ongoing treatment performance assessment • Continued annual reporting • Development of a flexible compliance strategy that informs permitting
