11 <br /> <br />predictable check-in time to discuss current events and identify specific topics of <br />interest for more detailed review in monthly meetings. A potential plan for <br />quarterly meetings in a typical year is as follows: <br />o Quarter 1: Puget Sound water quality issues and Ecology’s Nutrient <br />Management Plan. <br />o Quarter 2: Ecology’s 303(d) List of Impaired Waters, Regulated and <br />Unregulated Toxics (PCBs, PBDE, 6PPD, PFAS, etc), Ecology’s triennial <br />review, etc. <br />o Quarter 3: Stormwater Management, Permitting, Monitoring, Data <br />Analysis, Reporting, etc. <br />o Quarter 4: Wastewater, Stormwater, Reuse, etc. compliance and <br />Integrated Planning <br />• For example, to the extent allowable within the budgeted resources for Task 3, <br />conduct monthly compliance planning meetings on individual topics. These will <br />be short 1-hour sessions addressing a single topic. These sessions are intended to <br />focus on discussion of individual topics of importance and provide an opportunity <br />for City consideration of potential impacts, development of review commentary, <br />potential engagement with regulatory agencies, and follow-up. A proposed line- <br />up for topics in a typical year is as follows: <br />o Month 1: Washington D.O. Standards <br />o Month 2: Human Health Toxics and EPA Rulemaking for Washington <br />o Month 3: Source Control (PSNGP Nitrogen, PFAS, etc.), Industrial <br />Pretreatment, Chemical Action Plans, etc. <br />o Month 4: PSNGP Appeals and Pollution Control Hearings Board (PCHB) <br />process <br /> PCHB No. 21-082c (appeals filed by Tacoma, Pierce County, <br />King County, Everett, Bremerton, Edmonds, Birch Bay Water & <br />Sewer District, Alderwood Water & Wastewater District, Puget <br />Soundkeeper Alliance, WEC, and Suquamish Tribe) <br />o Month 5: Trends in Stormwater Management, BMPs, etc. <br />o Month 6: Snohomish River issues, outfall use, PBDE, etc. <br />o Month 7: Effluent reuse, EPA’s Reuse Roadmap, water quality offsets, <br />groundwater augmentation, water rights, etc. <br />o Month 8: Integrated Planning overview <br />o Month 9: Biosolids management trends <br />o Month 10: Strategic Communications and Public Information <br />o Month 11: All Known, Available and Reasonable Treatment (AKART) <br />analysis <br />o Month 12: Environmental Justice (EJ) review and Washington’s HEAL <br />Act <br />Assumptions <br />• Task 3.0 activities are budget based and will be conducted to the extend the budgeted <br />resources allow. The agenda topics presented are to represent typical discussion items and <br />will be addressed according to the City’s interests and to the extent the City directs within the <br />task budget. <br /> <br />
