The Task 5.0 budget is based upon an allocation of approximately 10% of the
project resources for as-needed services, as directed by the City.
5.1 Puget Sound Support Activities
Other support activities may include the following:

• Tracking Ecology’s Nutrient Forum and Nutrient Management Plan for Puget Sound
o Ecology plans to continue their process of formulating a Nutrient Management
Plan for Puget Sound targeted for the 2024 to 2026 timeframe towards the end
of the first cycle of the PSNGP. Ecology has indicated that this plan may be
used in conjunction with Salish Sea Modeling as the basis for developing water
quality based effluent limits for individual NPDES discharge permits.
 Ecology is planning a virtual Nutrient Forum for December 7, 2022.
pageid=37106
• Salish Sea Model (SSM)
o Review Ecology’s SSM reports and contribute to the SSM scenarios under
consideration and review the simulations conducted with the University of
Washington/Puget Sound Institute (PSI).
• Puget Sound Water Quality Monitoring Data Analysis
o Puget Sound monitoring data analysis may be of interest to assess nutrient
management efforts and trends in water quality, locally in the vicinity of the
Everett discharge and more broadly in the Sound.
• Water Quality Off-sets and Trading Review
o In August 2022, Ecology issued a Request for Proposals (RFP) for Water
Quality Trading Research Services. Ecology solicited proposals to recommend
draft structures for nutrient credit trading that could be used to achieve nutrient
discharge reductions for point source dischargers covered under the Puget
Sound Nutrient General Permit. A written report to Ecology is due March 1,
2023.
• Other activities as directed by the City on an on-call basis
