1.E. What is your staff turnover rate annually for the past three years?
Planning Communities’ turnover rate over the past 3 years has averaged 7% annually; 1 employee retired and 1 departed for
an agency position, both in early 2020, with no staff departures in 2021 or 2022. Microgrid Labs’ annual turnover rate has
also averaged 7% over the past 3 years. ITLC's annual turnover rate has averaged 6% over the past 3 years.
1.F. What characteristics most distinguish your organization from your competitors?
Our team is comprised of niche, purpose-driven organizations with proven track records of providing top quality transit,
fleet and zero emissions consulting. Highlights that distinguish our team in its ability to serve the City of Everett in the
specific needs of this project include:
•Specialized, industry leading firms and staff with deep experience and expertise in all areas required for a
successful Fleet Electrification Plan.Planning Communities, based in Raleigh, is a leader in the planning industry
in climate, sustainability, resiliency, renewable energy, equity, policy analysis, economic analysis, and multimodal
transportation. Microgrid Labs (MGL) is an industry leader in clean energy, microgrids and fleet electrification
offering cutting edge BEV technology resources for modeling and analysis. The International Transportation
Learning Center (ITLC) is the leading organization in the country in transit workforce planning and development.
•Zero-Emission Transition Planning experience from across the country and in Washington for agencies of all
sizes. Our team has prepared fleet electrification and transition plans for agencies with fleets of all sizes from a few
dozen to more than 1,500 vehicles. These have included plans where agencies have begun acquiring battery-
electric buses (BEBs) and are committed to an electrification focus similar to Everett Transit.
•Alternative Fuels and Energy Expertise. Our team has researched and compared alternative fuel technologies for
fleet transition, climate, and related plans, allowing us to most effectively support the City of Everett in assessing
options and articulating benefits for continued fleet electrification.
•Industry Leadership in Transit Workforce Development for Zero Emissions Buses.ITLC is the premier source for
training and resources to support transit workers in transitioning to working with zero emissions fleets. ITLC is
currently facilitating the development of training standards for zero emission electric buses through the American
Public Transportation Association.
•Equity Forward Team.Planning Communities and MGL are women- and minority- owned small businesses,
respectively. MGL is a Washington DBE (MBE) with applications anticipated in additional states. Planning
Communities is a certified DBE (WBE) in 12 states outside of Washington. ITLC is a mission-driven non-profit
organization.
15
15
