Task 6: Workforce Analysis <br />FTA requires that Zero-Emission Transition Plans consider impacts to the current transit workforce. Given that Everett <br />Transit has already taken delivery of BEBs and associated charging infrastructure into the transit fleet, the agency has a <br />distinct advantage in the ability to further upskill its workforce in continuing the fleet transition process. Many may have <br />already received formal and/or on-the-job training to maintain the subsystems that have changed to BEVs. <br />The team will assess data on Everett Transit's workforce and training program to summarize the skill gaps and training <br />needs and develop a plan for the agency to effectively support its workforce in the ongoing transition to operating and <br />maintaining ZEVs. The plan will include recommendations for budgetary changes on costs associated with operating and <br />maintaining the BEV fleet, as well as salary compensation adjustments. <br />Skills gaps or training needs for staff might include: <br />• Extending battery life and vehicle range (for vehicle operators) <br />• Electrical and electronic (E/E) skills training for maintenance technicians <br />• Identification of technicians preferring to remain focused on mechanical work <br />• High voltage (HV) electrical competency and safety, and verification needs <br />• Vehicle data analytics and diagnostic troubleshooting <br />Our team will recommend strategies to foster enhanced communication between transit workers and agency leadership, <br />such as further mechanisms to solicit feedback on workforce needs associated with ZEV implementation to date, updates <br />to ZEV transition messaging and channels for written and digital communications, meetings or committees between labor <br />and management, or other means to gather and respond to feedback on the clean energy transition. <br />Task 7: Equitable Service Planning <br />Planning Communities brings a deep understanding of the trends and <br />disruptions affecting underserved communities and incorporates an equity lens <br />or framework and equitable engagement strategies across transit, climate, and <br />community planning efforts.
