•Visualizing social equity and understanding underserved communities – whether developing an Equity
Frameworks for climate action plans, GIS-based data collection or asset management, or assessing root causes of
a transit system’s racial equity issues, developing equity indicators and metrics, and recommending an
implementation plan for improving transit equity, Planning Communities brings a deep understanding of the trends
and disruptions affecting underserved communities and applies the most up to date best practices and lessons
learned from others in achieving more equitable outcomes.
Proprietary Software Use
All original work products and report Deliverables prepared by the Planning Communities Team under this Scope of Work and
provided to the City of Everett shall be deemed property of the City. Our team employs proprietary software (EVOPT) in the
completion of elements of fleet modeling and uses outputs generated by this software as elements of Deliverables. Microgrid
Labs retains full ownership/copyright to the EVOPT proprietary platform and the methodologies employed in performing the
analysis. Our team is offering free access to the EVOPT platform through a non-exclusive, non-transferable license during the
period of performance and for up to one year following service completion, allowing for ongoing analysis as needed after plan
completion. We also employ third-party software, such as ESRI, and can provide data, analysis and outputs generated by this
software as elements of Deliverables, but licensing for such software for use by the City would be the responsibility of the City.
Workforce Development
ITLC is involved in efforts to increase the pipeline of qualified applicants for BEV technician jobs, including participation in
the Introducing Youth to American Infrastructure network and 2023 Youth Challenge program; best practice examples on
partnerships with community colleges and CTE high schools; and discussions with Job Corps on programs to prepare
enrollees for transit careers.
28
28
