1 <br /> 2 Traffic Delays <br /> 3 When Automated Flagger Assistance Devices (AFADs) or flaggers are used to <br /> 4 control traffic, traffic shall not be stopped for more than ***20 *** minutes at any time. <br /> 5 All traffic congestion shall be allowed to clear before traffic is delayed again. <br /> 6 <br /> 7 If the delay becomes greater than *** *** 20 *** *** minutes, the Contractor shall <br /> 8 immediately begin to take action to cease the operations that are causing the delays. <br /> 9 If the *** *** 20 *** *** minute delay limit has been exceeded, as determined by the <br /> 10 Engineer, the Contractor shall provide to the Engineer, a written proposal to revise <br /> 11 his work operations to meet the *** 20 *** minute limit. This proposal shall be <br /> 12 accepted by the Engineer prior to resuming any work requiring traffic control. <br /> 13 <br /> 14 There shall be no delay to medical,fire, or other emergency vehicles. The Contractor <br /> 15 shall alert all flaggers and personnel of this requirement. <br /> 16 <br /> 17 General Restrictions <br /> 18 Construction vehicles using a closed traffic lane shall travel only in the normal <br /> 19 direction of traffic flow unless expressly allowed in an accepted traffic control plan. <br /> 20 Construction vehicles shall be equipped with flashing or rotating amber lights. <br /> 21 <br /> 22 No two consecutive on-ramps, off-ramps, or intersections shall be closed at the same <br /> 23 time and only one ramp at an interchange shall be closed, unless specifically shown <br /> 24 in the Plans. <br /> 25 <br /> 26 Roads or ramps that are designated as part of a detour shall not be closed or <br /> 27 restricted during the implementation of that detour, unless specifically shown in the <br /> 28 Plans. <br /> 29 <br /> 30 Controlled Access <br /> 31 No special access or egress shall be allowed by the Contractor other than normal <br /> 32 legal movements or as shown in the Plans. <br /> 33 <br /> 34 Contractor's vehicles of 10,000 GVW or greater shall not exit or enter a lane open to <br /> 35 public traffic except as follows: <br /> 36 <br /> 37 Egress and ingress shall only occur during the hours of allowable lane closures, <br /> 38 and: <br /> 39 <br /> 40 1. For exiting an open lane of traffic, by decelerating in a lane that is <br /> 41 closed during the allowable hours for lane closures. <br /> 42 <br /> 43 2. For entering an open lane of traffic, by accelerating in a closed lane <br /> 44 during the allowable hours for lane closures. <br /> 45 <br /> 46 Traffic control vehicles are excluded from the gross vehicle weight requirement.
