April 26, 2023 <br />2 <br /> <br />in receiving updates on Option A in the Casino Road – Evergreen area and stated that although it <br />is not the preferred option based off staff’s technical evaluation, due to the strong community <br />support, they recommended the site move forward and be studied as well. <br /> <br />Mayor Franklin provided a briefing on Hope Church. Council received a memo that was shared <br />by Snohomish County regarding Hope Church, stating that the County is pulling away from the <br />Hope Church property purchase, and will not be locating the UCC shelter there. The County will <br />continue to work on extending the lease of the current UCC site, located in downtown, for six <br />months. The County has also offered four million in one-time County funds, that the City of <br />Everett can use, following a process to relocate those individuals currently at UCC to another <br />more suitable site in Everett. <br /> <br />Mayor Franklin provided an update that the Legislative Session ended over the weekend, and <br />they are expecting the City’s Lobbyist Trevor Justin, to come to Council on May 24th to provide a <br />full after-action report to Council. <br /> <br />Mayor Franklin continued to share that in relation to the closing of the Legislative Session, many <br />elected leaders across the state were busy with work over the weekend related to the Blake <br />decision. She provided feedback on how Mayor’s across the state weighed in on this important <br />issue. The current stop-gap law expires July 1, 2023, and the City is working on solutions to ensure <br />the safety of the community. <br /> <br /> APPOINTMENTS <br /> <br />Mayor Franklin presented her selections for the Permanent ESDA Business Improvement Area <br />Ratepayer Advisory Board. <br /> <br />Moved by Council Member Zarlingo, seconded by Council Member Schwab, to concur with the <br />following appointments: <br /> <br /> Permanent ESDA Business Improvement rea Ratepayer Advisory Board <br />• Danielle Cavoto, Pine Street Hospitality, LLC <br />• Andrea Contenta, Sno Valley Process Solutions, Inc <br />• Rachel Downes, housing Hope & HopeWorks Social Enterprises <br />• Joey Ferrick, 3102 Smith Project, LLC <br />• Neil Maddy, MJM Partners, LLC <br />• Lance Miller, Brooktraut Properties, LLC <br />• Nicole Pettigrew, Kaiser Permanente <br />• Joe Sievers, H.O.
