I <br /> Section 00 21 13 INSTRUCTIONS TO BIDDERS <br /> 1-02.4(1)A Interpretation of Contract Documents <br /> Should a Bidder find what is believed to be discrepancies in or omissions from the Plans, <br /> Specifications, or any other Contract Document, or should the Bidder be in doubt as to their <br /> meaning, Bidder may submit to the City a written request for an interpretation thereof. The <br /> Bidder submitting the request will be responsible for its prompt delivery. Any interpretation <br /> of the documents, if made, will be made only by addendum duly issued. All requests for <br /> interpretations must be received by the City or Engineer no later than 7 calendar days <br /> prior to the bid opening date. All questions regarding the Contract Documents shall be <br /> referred to the City at the address provided in the Contract Documents. <br /> 1-02.4(1)B Prevailing Wages <br /> Bidder is directed to the Contract Documents for requirements regarding applying payment <br /> of prevailing wage rates for employment of labor on within Snohomish County. <br /> All laborers, workmen, or mechanics in each trade or occupation employed in the <br /> performance of the Contract either by Contractor, Subcontractor, or other person doing Work <br /> shall be paid not less than the prevailing rate of wage as defined in RCW 39.12.010. <br /> Current prevailing wage rates may be found online at <br /> http://www.lni.wa.gov/TradesLicensing/PrevWage/WageRates/. No <br /> claim for additional compensation will be allowed that is based upon a lack of knowledge of <br /> these requirements or a failure to include adequate increases in such wages over the term <br /> of this Contract in the Bidder's Bid. <br /> 1-02.4(2) Subsurface Information <br /> If the City has made subsurface investigation of the site of the proposed Work, the boring <br /> log data and soil sample test data accumulated by the City will be made available for <br /> inspection by the Bidders. The boring logs and soil sample test data shall NOT be <br /> considered as part of the Contract. In addition, the City makes no representation or warranty <br /> expressed or implied that: <br /> 1. The Bidders' interpretations from the boring logs are correct, <br /> 2. Moisture conditions and indicated water tables will not vary from those found at the <br /> time the borings were made, and <br /> 3.
