4
Task 4.Project Management
Jacobs’ project manager will manage Jacobs’ project team, task leads, overall execution of the
project, and accounting of the project budget. The Project Manager will prepare and submit
invoices on a regular/monthly basis along with a project status memo addressing and describing
work covered by the invoice. Any significant project budget or accounting issues will be
addressed in the status memos for City’s review and consideration. The Project Manager will
prepare all of Jacobs’ standard work-execution, quality control, health and safety, and budget
control work products necessary to effectively execute the work.
The scope and budget for this task is based on expected duration of each task as shown in under
the paragraph “Schedule” below.
Task 5.Management Reserve
This Task includes a Management Reserve allowance of $25,000 in project funds that can be
authorized at City discretion to accommodate additional project needs or tasks identified
through the course of the work that are not otherwise included in or covered under this Scope of
Work. Authorization for use of Management Reserve task funds will be based on written/email
communications from Jacobs detailing the proposed level of effort and scope of work for any
additional work items to be authorized under this task, and written/email response from the City
Project Manager confirming and authorizing the work to proceed as proposed. Work shall not be
completed under this task without such written/email authorization from the City.
Task 6.Filter Capacity Assessment
Jacobs shall complete a capacity assessment for the filter system (combined total of all 8 filters)
as a single unit process at the WFP. This assessment shall be spreadsheet-based accounting for
changes in filter loading rates ranging from the current maximum of 8 gpm/sf up to the
anticipated target maximum of 10 gpm/sf. The assessment shall incorporate anticipated filter
run times and associated unit filter run volumes (UFRVs) as well as backwash frequency and
volumes. These filter run times and UFRV values shall be those observed during the high-rate
filtration pilot testing and through analysis of historical WFP operational data.
The primary result of this assessment shall be gross- and net-filter-system-capacity values per
filter loading rate and be presented in the Project Report for this work that expands on the May
2022 Technical Memorandum entitled “Preliminary UFRV and Full-Scale Net Filter Production
Capacity Evaluation,” prepared by Jacobs Engineering.
As part of this effort, the Jacobs shall evaluate alternative media configurations and make a
recommendation for if testing of an alternate media configuration would be worthwhile to
determine the potential benefit to WFP operations at higher filter loading rates.
Task 7.Chemical Systems Capacity Assessment
Jacobs shall complete a capacity assessment of the chemical systems at the WFP, including:
alum, filter aid polymer, coagulant aid polymer, Fluoride, soda ash, and sodium hypochlorite,
including metering pumps, day tanks, and dry chemical storage, that were not assessed as part
