5 <br />of the 2021 WTF Facility Plan or the ongoing WFP progressive design build improvement <br />project. In recognition of the primary objective of filter-uprating to 10 gpm/sf, a capacity <br />assessment of these systems shall be completed to confirm their adequacy, or identify <br />deficiencies, to accommodate greater instantaneous flow through the filters. <br />Capacity assessment results shall be presented in tabular and narrative format for each chemical <br />system and included in the Project Report for this work. If deficiencies are identified, <br />improvement strategies shall be developed to enable City to move directly into design, when <br />applicable, without needing to develop additional, future Project Report documentation for <br />chemical systems capacity improvements. <br />Task 8.Full-Scale Testing Support <br />City will prepare a test plan, oversee, and execute the testing, and document results in a testing <br />report. <br />Jacobs shall provide technical support to the City during the full-scale, high-rate filtration test to <br />be conducted after the completion of the high-rate filter pilot test. Jacobs role shall be solely <br />advisory in nature and shall consist of participating in planning meetings and reviewing test <br />plans, data, and reports prepared by the City. Support for this effort during the actual testing <br />may include on-site examination of conditions or consultation by phone, email, and video <br />conference calls. <br />Task 9.Full-Scale Testing Plan and Report <br />If a more detailed test plan, data analysis, or report is required, and upon written authorization <br />from the City, Jacobs shall develop a testing plan, summarize data, and produce a summary <br />report. <br />Testing plan for this task shall be in the form of a technical memorandum to guide the City’s <br />efforts in undertaking the actual testing. Although it is not known whether full-scale, high-rate <br />testing will be required by DOH, the testing plan for this activity shall be suitable for review and <br />approval by DOH, if necessary and required. <br />Jacobs shall summarize the results of the full-scale, high-rate filter rate-testing in technical <br />memorandum format. The report shall be suitable for submittal to DOH for review and approval. <br />Jacobs shall prepare drafts of the testing plan and the testing report for review and comment by <br />City and by DOH (if required). Jacobs shall revise the testing plan and testing report per review <br />comments and finalize each of these documents for submittal to City and DOH (if necessary). <br />The final testing plan and testing reports shall be briefly summarized in the Project Report, <br />referenced and/or incorporated as appendices, per City preference. <br />Authorization for use of Full-Scale Testing Plan and Report task funds will be based on <br />written/email communications from Jacobs defining the specific activities and proposed level of <br />effort and scope of work for the work items to be authorized under this task and written/email <br />response from the City Project Manager confirming and authorizing the work to proceed as <br />proposed. Work shall not be completed under this task without such written/email authorization <br />from the City.
