obtaining maximum value, price competitiveness, and encouraging both local <br /> subcontractors, supplier, and disadvantaged business participation. <br /> • Demonstrating an understanding of the aspects of work in Snohomish County and <br /> specifically within the City of Everett, including the availability and procurement of <br /> products, materials, equipment, freight, labor, and other factors affecting price or <br /> schedule. <br /> • Demonstrating experience and success working in an occupied environment and safely <br /> conducting construction activities adjacent to active operational facilities, staff, and the <br /> public. <br /> • Demonstrating experience with sustainable design and construction practices. <br /> If selected as the GC/CM Contractor, the GC/CM Firm shall provide all services typical of a <br /> general contractor, including, but not limited to: <br /> • Competitive bidding of subcontractor and supplier work utilizing competitive bidding in <br /> compliance with State of Washington statutes related to public procurement, including <br /> RCW Chapter 39.10 <br /> • CPM scheduling <br /> • On-site supervision <br /> • Subcontractor coordination <br /> • Safety leadership <br /> • Construction meeting organization <br /> • Communications <br /> • Maintenance of a clean Project site <br /> • Training of Owner's staff <br /> • Coordination with the Owner's other consultants, such as independent commissioning <br /> agents and special inspection agencies <br /> • Coordination with the Owner's contractors with separate,simultaneous contracts related <br /> to the work. <br /> • Implementation and evaluation of sustainable design and construction practices. Note <br /> that the City of Everett supports sustainable practices but is not seeking LEED <br /> certification for this Project. <br /> 3.2 Preconstruction Services <br /> During preconstruction,the GC/CM Firm shall work collaboratively and proactively with the Owner <br /> and the Owner's Project Manager, GC/CM Advisor, PM/CM Consultant, Architect, and other <br /> Design Team members. The GC/CM Firm shall be responsible for providing necessary <br /> consulting expertise to the Owner to ensure that the program scope is maximized and the <br /> construction budget and the Project schedule will be met. <br /> The GC/CM Firm shall provide construction management advice during the preconstruction <br /> period that includes but is not limited to the following: <br /> • Recommending cost-effective phasing and sequencing of work and construction <br /> schedule based on achieving Project goals. <br /> • Identifying alternative construction means/methods/options for cost savings or <br /> construction efficiency, coordinating with the Owner & Design Team, track/log their <br /> acceptance/rejection, and implementing accepted recommendations into the Project <br /> documents. <br /> City of Everett <br /> Everett Municipal Building <br /> Public Works Tenant Improvements 6 <br /> RFP for GC/CM Services <br />
