the RFP Proposals, the Interviews, and the RFFP Final Proposals, may be identified as the <br /> Highest Qualified GC/CM Firm. The Highest-Qualified Firm will be required to submit a <br /> Preconstruction Work Plan and proposed Preconstruction fees for the Project. Subject to <br /> negotiation and approval of the Preconstruction Work Plan and Fees by the Owner, and the <br /> approval of the City Council, the Contractor, and Owner shall execute the GC/CM Contract as <br /> provided in the RFFP. This GC/CM Contract will include information on compensation and <br /> payments related to Preconstruction Phase Services. Failure to submit a Preconstruction Work <br /> Plan and budget to the Owner within the time specified in the RFP or RFFP may result in <br /> revocation of the award, and the Owner reserves the right, at its sole discretion, to cancel <br /> negotiations with the first selected candidate and begin negotiations with the next highest-ranked <br /> candidate. <br /> 5.0 RESPONSE TO REQUEST FOR PROPOSALS (100 points) <br /> GC/CM Firms are invited to submit a clear and concise RFP Proposal as set forth below. RFP <br /> Proposals will be evaluated for content, completeness, and responsiveness to the criteria listed <br /> below and summarized in Section 8.1. RFP Proposal documents shall be compiled in the same <br /> order listed below, separated with tabs, and labeled by the response. <br /> Submitted RFP Proposals not meeting the following criteria for format and content may be <br /> considered non-responsive and,at the Owner's discretion,may not be evaluated.RFP Proposals <br /> should be limited to thirty-five(35) pages in length, single-spaced, typed pages (minimum 11- <br /> point font). Each page face with substantive written information will be considered a"page"for <br /> purposes of the page limit. <br /> The page count does not include the proposal cover sheet, letter of interest,employee resumes, <br /> GC/CM's accident prevention plan, tabs, or back cover. However, the proposal cover sheet, <br /> tabs, and back cover must include no substantive written information; otherwise, they will be <br /> counted in the maximum page count. Pages printed on both sides will count as two pages. All <br /> information must be printed on 8.5-inch by 11-inch paper, except for charts, exhibits, and other <br /> illustrative and graphical information,which may be 11-inch by 17-inch but must be folded down <br /> to 8.5-inch by 11-inch. Each side will be counted as one page (a maximum of two (2) 11-inch <br /> by 17-inch pages will be allowed). Submitted RFP Proposals exceeding the page limit may be <br /> considered non-responsive and may not be evaluated. <br /> GC/CM Firm candidates must submit RFP Proposals in response to the RFP, including the <br /> information below and in the following sequence: <br /> 5.1 Letter of Interest: <br /> Provide the following information in a Letter of Interest that does not exceed two (2) pages: <br /> • Introduce your firm. <br /> • Include important and relevant information about your firm not provided elsewhere in the <br /> RFP Proposal. <br /> • Identify what makes your firm unique and aptly suited to be selected for this Project. <br /> • Provide the firm's primary point of contact, including name,address,telephone number, <br /> and email address. <br /> 5.2 Staff Qualifications and Responsibilities: <br /> The purpose of subsection 5.2 is to evaluate key personnel's experience and technical <br /> competence. <br /> Include an organizational chart and a narrative staffing plan showing proposed staff, reporting <br /> City of Everett <br /> Everett Municipal Building <br /> Public Works Tenant Improvements 9 <br /> RFP for GC/CM Services <br />
